The proposed Jammu & Kashmir Carbon Credit Framework is a welcome step towards recognising the economic value of the Union Territory’s forests, agriculture, hydropower and other ecological assets. Ziraat Times has consistently advocated exploring J&K’s carbon-credit revenue potential, and the government’s latest initiative offers an opportunity to translate that advocacy into a structured institutional policy.

The review chaired by Chief Secretary Atal Dulloo, with its emphasis on carbon markets, green cess, convergence and a dedicated Green Fund, indicates that the administration is beginning to look at environmental conservation not merely as an expenditure obligation but also as a potential source of sustainable revenue.

J&K cannot afford to remain a passive participant while other regions monetise their climate-positive investments. The reported revenues generated by Gujarat, Himachal Pradesh, Indore and the Brihanmumbai Municipal Corporation demonstrate the possibility of converting measurable environmental benefits into financial resources. However, such comparisons must be supported by robust carbon accounting, credible verification and transparent reporting.

The proposed framework’s focus on agriculture, forestry, hydropower, rooftop solar and electric mobility is appropriate. Equally important is the suggested 35 per cent share of net carbon proceeds for primary growers and community project owners. This principle must be protected during implementation. Communities that conserve forests, adopt sustainable farming practices or participate in ecological restoration should not be reduced to passive beneficiaries of a centrally managed system.

The proposed Green Fund must operate with clear governance, public disclosure, independent audits and measurable environmental outcomes. A digital carbon registry, as envisaged, should prevent double counting, ensure data integrity and enable citizens to track the use of revenues.

The 180-day roadmap should produce more than pilot projects and policy documents. It must establish institutional responsibility, technical capacity and time-bound deliverables.

J&K’s ecological wealth belongs to its people and future generations. Carbon markets should therefore complement conservation—not commercialise nature at the expense of local communities. With transparency, scientific rigour and public participation, the proposed framework can become an important instrument for climate resilience and inclusive economic development.
