Srinagar, September 28: Chief Minister Omar Abdullah, who is also Minister for Law, Justice & Parliamentary Affairs, on Monday introduced two Bills in the Jammu and Kashmir Legislative Assembly aimed at promoting Ease of Doing Business (EoDB) and Ease of Living, replacing permission-based controls with rule-based governance, and decriminalising and rationalising certain offences.
The Bills were introduced during the ongoing Autumn Session 2026 and have already been published in extraordinary issues of the Official Gazette.
The Jammu and Kashmir Ease of Doing Business Bill, 2026, introduced as L.A. Bill No. 11 of 2026, seeks to consolidate and amend the law to replace permission-based control with rule-based governance and enable citizens and enterprises to plan, invest and work with confidence.
The Bill aims to foster Ease of Doing Business and Ease of Living in Jammu & Kashmir while generating employment, attracting investment and supporting long-term economic growth.
The Chief Minister also introduced the Bill to amend certain enactments for decriminalising and rationalising offences for Ease of Living and Ease of Doing Business, and to repeal certain enactments, designated as L.A. Bill No. 16 of 2026.
The latter Bill also provides for matters connected with or incidental to the proposed amendments and repeals.
