Srinagar, Aug 5: The Jammu & Kashmir Panchayati Raj Department on Wednesday directed district authorities to expedite the uploading of Gram Panchayat Development Plans (GPDPs) for 2026-27 after a review revealed a wide gap between approved plans and those uploaded on the e-GramSwaraj portal.
Chairing a review meeting of GPDP implementation across all 20 districts, Director Panchayati Raj Riyaz Ahmad Wani stressed time-bound completion of pending planning parameters and called for evidence-based, inclusive and people-centric planning. The meeting was attended by Assistant Commissioners Panchayat (ACPs), Block Development Officers (BDOs) and officials of the State and District Panchayat Resource Centres.
The review found that out of 4,291 Gram Panchayats in the Union Territory, 3,627 GPDPs have been approved, but only 1,294 plans have so far been uploaded on the e-GramSwaraj portal.
Calling the gap a matter requiring immediate attention, Wani directed district officers to convert all approved plans into portal uploads on priority. He also instructed officials to upload facilitator feedback, Gram Sabha evidence and photographs of Public Information Boards without delay.
The Director reviewed district-wise progress, pendency status and Action Taken Reports, seeking explanations from officers where progress remained unsatisfactory. He directed officials to remove bottlenecks in coordination with technical teams to ensure uninterrupted uploading of plans.
Special attention was also sought for 285 Panchayats requiring focused handholding, particularly those yet to complete basic profile updates. Officials were instructed to improve the quality of planning in these Panchayats and ensure they achieve scores above 80, as they are under close monitoring by the Ministry of Panchayati Raj.
The meeting stressed that activities uploaded on the portal must accurately reflect resolutions passed during Gram Sabhas, Mahila Sabhas and Bal Sabhas to improve the quality and credibility of development plans.
Reviewing the status of Panchayat Ghar construction, land availability, inter-departmental coordination and project implementation, Wani directed officers to resolve all pending land and infrastructure-related issues within two days and focus on practical solutions rather than merely reporting problems.
He also instructed districts to undertake random quality checks of uploaded plans, verify Gram Sabha records and supporting documentation, and ensure that development plans are based on local needs, resource mapping and community participation.
Reiterating that GPDPs should follow the prescribed framework, the Director emphasized sustainable development, resource convergence and inclusive growth. Panchayats were also asked to strengthen community participation through Ward Sabhas, Gram Sabhas and Bal Sabhas.
The meeting further reviewed financial progress under the Rashtriya Gram Swaraj Abhiyan (RGSA), expenditure and pending treasury bills. Districts were directed to expedite expenditure and clear pending bills to facilitate submission of utilisation certificates to the Ministry of Panchayati Raj for release of the second instalment of funds. Wani warned that failure to utilise allocated funds could result in reallocation or surrender of unspent balances.
He also directed all districts to prepare micro-plans for completing pending GPDP parameters, nominate nodal officers for daily monitoring wherever required and ensure 100 per cent completion of uploads within the stipulated timelines, stressing that daily monitoring, accountability and timely reporting would be essential to meet the targets for the 2026-27 planning cycle.
