From the very beginning of modern economic thought, since industrial revolution, thinkers and academics from the political right have emphasized on importance of having more rich people categorizing it as a sign of economic progress, development and a way for further economic expansion. The underlying argument is that a country having more rich people will have more chance of development as they will reinvest into the economy thus creating more industries, jobs and opportunities, but the classicals have seldom taken the argument of saving into account.
Saving is a function of income, which simply means that when you have more income, you save more, and your rate of saving is higher than the rate of consumption. This is the famous “psychological law of savings” given by John Maynard Keynes, the father of modern economics. This applies to everyone, rich and poor. This law was further supported by economist Milton Friedman’s Income Hypothesis. Friedman argued that people from high-income groups save more for two reasons: first, people want to smooth their consumption levels during periods of temporarily high and low income; second, high-income groups save more so that their future generations shall have a good life. Further, Karen E. Dynan, Jonathan Skinner, and Stephen P. Zeldes, in a paper published in 2004, demonstrated a strong relationship between income and savings across all income groups.
When factors of saving in proportion to income are taken into account, the claims of Neoclassicals and free-market advocates seem to lose their charm. Such conditions, if left to the free forces of the market, lead to increasing income inequalities, which is evident from multiple reports from the World Bank and the World Inequality Lab, indicating that countries with a high concentration of billionaires and poor redistributive policies experience high levels of income inequality.
The way forward does not lie in some kind of class revolution but in a systematic expansion of redistributive policies, such as targeted budgeting; for example, strengthening the Direct Benefit Transfer system and the Public Distribution System, etc.; provisions for the mandated redistribution of a share of profits to workers or wage earners, such as the employee financial participation system of France; enhancing social security for marginalized sections through the effective utilization of corporate social responsibility.
