Srinagar, July 29: Chief Secretary Atal Dulloo on Wednesday ordered the establishment of a daily monitoring mechanism to accelerate implementation of the SVAMITVA Scheme and AgriStack programme across Jammu & Kashmir, while directing authorities and banks to expedite integration with the Reserve Bank of India’s Unified Lending Interface (ULI) to simplify access to institutional credit for farmers.
Chairing a high-level review meeting, Dulloo said the two flagship digital governance initiatives have the potential to transform land governance and farmer service delivery by creating a comprehensive digital ecosystem for agriculture in the Union Territory.
He directed all Deputy Commissioners to accord the highest priority to completing the SVAMITVA Scheme and AgriStack within stipulated timelines and stressed that delays would not be tolerated.
To ensure close oversight, the Chief Secretary designated a nodal officer to monitor district-wise progress on a daily basis and submit consolidated reports to his office. He also instructed Deputy Commissioners to personally supervise implementation and resolve bottlenecks affecting progress.
Dulloo said digitisation and integration of land records with the AgriStack platform would help address longstanding issues faced by farmers in establishing land ownership and cultivation credentials.
He also called upon banks to fast-track integration of Revenue Department application programming interfaces (APIs) with RBI’s ULI platform, saying the move would enable seamless digital verification of land records, reduce loan processing time and promote financial inclusion among farmers.
Reviewing preparations for the Digital Crop Survey (Kharif-2026), the Chief Secretary directed that surveyors and supervisors be identified by the first week of August to allow sufficient time for training ahead of the survey’s commencement in September.
He asked the Revenue Department to prepare a list of eligible personnel, including Village Level Entrepreneurs from Common Service Centres, Multi-Tasking Staff, Krishi Udyamis, Banking Correspondents and field functionaries from the Agriculture, Planning and Rural Development departments for timely completion of the exercise.
Seeking district-wise updates, Dulloo instructed officials to ensure meticulous verification of records by district mentors and Revenue officers to maintain accuracy in the digitised database. He also asked district mentors to submit detailed reports after each field visit to facilitate timely corrective action.
During the meeting, Commissioner Secretary, Revenue, Kumar Rajeev Ranjan, informed that drone surveys under the SVAMITVA Scheme have been completed in all 4,400 villages across Jammu & Kashmir. He said final data required for generation of Property Cards has been received from 1,975 villages, while 67,560 Property Cards have already been distributed in 1,781 villages.
The meeting was also informed that digitisation of legacy land records, including Records of Rights (RoRs), Jamabandis and mutation records, is progressing across all districts to create a standardised and interoperable database for integration with AgriStack.
Officials said preparations for the Digital Crop Survey (Kharif-2026) are underway and will cover 5,383 villages and nearly 33.9 lakh agricultural plots across Jammu & Kashmir.
Regarding RBI’s Unified Lending Interface, the meeting was informed that digitised land records, the Farmer Registry and Digital Crop Survey datasets are being integrated with the AgriStack ecosystem to facilitate authenticated digital verification of land ownership and cultivation details by lending institutions, enabling faster processing of agricultural loans and improved access to credit for farmers.
