Himalayan ecocide: Institutional apathy is fracturing Asia’s water tower

The devastating monsoons of 2025 served as yet another warning that the Himalayas are entering a period of profound ecological distress. What is unfolding across the Himalayan region is not merely a series of natural disasters triggered by climate change. It is increasingly the result of human decisions, institutional neglect, and a development model that treats one of the world’s most fragile mountain systems as an inexhaustible resource.

The Himalayas are often described as Asia’s “Water Tower” for good reason. Stretching over 2,400 kilometres and forming part of the broader Hindu Kush-Himalayan (HKH) system, the region sustains nearly two billion people through its rivers, glaciers, forests, and climate-regulating functions. Home to thousands of glaciers and the planet’s third-largest reserve of ice and snow after the Arctic and Antarctic, the Himalayas are central to the ecological security of much of Asia.

Yet the mountains are widely misunderstood. Contrary to popular perception, the Himalayas are not ancient, stable rock formations. They are geologically young fold mountains, still rising as the Indian tectonic plate pushes northward into the Eurasian plate. This ongoing collision makes the region inherently unstable, highly faulted, and vulnerable to disturbance. Treating such a dynamic landscape as a permanent and indestructible structure is a fundamental error that continues to shape policy and planning.

This misunderstanding has serious consequences. Across the Himalayan belt, aggressive infrastructure development, indiscriminate construction, large-scale blasting, deforestation, and poorly planned tourism projects are being undertaken without adequate regard for geological realities. The result is increasingly visible in the form of landslides, flash floods, river blockages, and catastrophic soil erosion.

The extreme weather events witnessed during the monsoon seasons of 2023 and 2025 illustrate this dangerous convergence of climatic and human pressures. Repeated cloudbursts, flash floods, and slope failures caused extensive loss of life, displaced communities, damaged agricultural lands, and destroyed critical infrastructure across large parts of the Himalayan region. While such events are often attributed solely to natural causes, reducing every disaster to a “cloudburst” risks obscuring the role of unsustainable development practices that amplify vulnerability.

The challenge is particularly acute in Jammu, Kashmir, and Ladakh, where ecological degradation has reached alarming levels. Large portions of the region are affected by soil erosion, loss of vegetation cover, and declining watershed health. Productive agricultural lands and pastures continue to lose significant quantities of topsoil annually, while sedimentation threatens reservoirs and water bodies. Forest degradation further compounds these pressures, weakening the region’s natural resilience to climatic shocks.

One of the most troubling aspects of this crisis is the disconnect between available scientific knowledge and actual policy implementation. Over the decades, detailed watershed mapping and land-use assessments have been undertaken across the Indus basin and its tributaries, including the Jhelum, Chenab, Ravi, Sindh, and Kishanganga systems. These datasets provide valuable insights into catchment conditions and environmental vulnerabilities.

However, much of this information remains underutilised. In many cases, critical watershed data has remained confined to departmental archives rather than informing planning and decision-making. The result is that infrastructure projects continue to be designed and executed without fully incorporating ecological and hydrological realities.

The warnings are not new.

As early as 1952, Mirabehn—Mahatma Gandhi’s British-born disciple and an early environmental thinker—raised concerns about ecological degradation in the Himalayas. In her essay Something Wrong in the Himalaya, she warned that replacing native broad-leaved forests with commercial pine plantations would accelerate soil erosion, reduce water retention, and increase downstream flooding. Her concerns were largely ignored at the time, yet history would prove her remarkably prescient.

The environmental consciousness she helped inspire later found expression in the Chipko Movement, where local communities, particularly women, mobilised to protect forests from commercial exploitation. Their message was simple but profound: the health of mountain ecosystems is inseparable from the well-being of the people who depend on them.

Subsequent experts echoed similar concerns. Foresters, environmentalists, and earth scientists repeatedly cautioned that continued degradation would eventually transform large parts of the Himalayan landscape into ecologically unstable terrain. Today, many of those warnings appear increasingly relevant as unchecked urbanisation, road expansion, hydropower development, and forest loss intensify environmental stress.

The institutional response, however, remains fragmented. Government departments often operate in isolation, with limited coordination between agencies responsible for forestry, tourism, infrastructure, disaster management, and environmental protection. Such siloed approaches fail to recognise that ecological systems function as interconnected wholes. Decisions made in one sector frequently generate unintended consequences in another.

The Supreme Court of India has itself expressed concern about the ecological fragility of the Himalayan region, highlighting the dangers posed by unregulated tourism, indiscriminate construction, and environmentally unsustainable development practices. Yet despite repeated judicial interventions and expert recommendations, implementation on the ground remains uneven.

Perhaps the most serious criticism relates to the apparent over-reliance on remote assessments and digital monitoring, often at the expense of systematic field verification. Environmental management cannot be conducted entirely from computer screens. Ground realities, particularly in a region as complex and dynamic as the Himalayas, require regular physical inspections, local engagement, and continuous monitoring.

The stakes could not be higher. The Himalayas are not merely a collection of mountains. They are a living ecological system that regulates water supplies, moderates climate, sustains biodiversity, and supports the livelihoods of hundreds of millions of people. Their degradation is not a local issue confined to mountain communities; it is a regional crisis with consequences that extend across South Asia.

The question is no longer whether the Himalayas are under threat. The evidence is visible in shrinking glaciers, unstable slopes, degraded forests, and increasingly destructive floods. The real question is whether institutions entrusted with protecting this fragile landscape are willing to act before irreversible damage occurs.

If current trends continue, future generations may inherit a diminished Himalaya—less capable of storing water, regulating climate, and supporting life. Preventing that outcome requires moving beyond rhetoric toward science-based planning, interdepartmental coordination, ecological restoration, and genuine accountability.

The Himalayas have sustained civilisation for millennia. Whether they can continue to do so will depend largely on the choices we make today.
