₹2,301 crore disbursed for rural infrastructure projects in J&K

Chief Secretary reviews ₹4,303 crore NABARD-funded rural infrastructure projects in J&K

157 projects completed, 751 under execution across departments under RIDF tranches XXVIII–XXXI

Srinagar, July 29: Chief Secretary Atal Dulloo on Wednesday reviewed the implementation of Rural Infrastructure Development Fund (RIDF) projects in Jammu & Kashmir, directing departments to maintain a ready shelf of proposals to ensure timely approvals and execution of NABARD-funded works.

Chairing a meeting of the High Powered Committee constituted to oversee projects financed under various RIDF tranches, Dulloo said the fund has emerged as a critical source of institutional finance for strengthening rural infrastructure across the Union Territory.

He stressed that departments should keep projects complete in all respects, including administrative approvals and technical sanctions, so that they can be submitted immediately when new RIDF tranches are opened or sanctions are received from the National Bank for Agriculture and Rural Development (NABARD).

The Chief Secretary said successful implementation of RIDF projects is essential for improving rural connectivity, irrigation facilities, agricultural productivity, drinking water infrastructure, horticulture, fisheries and other public services.

He directed departments to closely monitor the physical and financial progress of projects, undertake periodic field inspections and strengthen inter-departmental coordination while ensuring adherence to NABARD guidelines. Executing agencies were also asked to maintain high standards of quality, transparency and accountability.

Additional Chief Secretary, Finance, Shailendra Kumar, underscored the need for regular monitoring at all administrative levels and proposed the constitution of district-level monitoring committees under Deputy Commissioners for time-bound implementation of projects.

During the meeting, Chief General Manager, NABARD, informed the committee that 908 projects sanctioned under RIDF Tranches XXVIII to XXXI involve cumulative loan assistance of ₹4,303.08 crore, of which ₹2,301.48 crore has been disbursed so far.

Officials said 157 projects have been completed, while 751 are currently under execution across the Union Territory.

The Public Works Department accounts for the largest share of RIDF-funded works, with 660 projects worth ₹2,987.25 crore. It is followed by the Jal Shakti Department with 36 projects involving ₹491.93 crore and the Agriculture Production Department with 110 projects valued at ₹414.27 crore.

Other departments implementing RIDF projects include Horticulture, with 19 projects worth ₹104.52 crore; Animal/Sheep Husbandry and Fisheries, with 63 projects amounting to ₹190.14 crore; and Health and Medical Education, with 20 projects involving ₹114.97 crore.

The meeting was also informed that 193 Scheme Monitoring Proformas (SMPs) are currently under monitoring as part of efforts to ensure timely completion of projects.

The review concluded with the identification of key issues requiring immediate intervention and directions to departments to expedite ongoing works to ensure that rural communities across Jammu & Kashmir benefit from the investments made under the RIDF programme.
