New Delhi, June 6: The Ministry of Panchayati Raj will release the Report of the Committee on Datasets for State Finance Commissions at a function in New Delhi on June 8, in a move aimed at strengthening data-driven fiscal decentralisation and local governance in India.
The report will be released by V. Anantha Nageswaran, Chief Economic Advisor to the Government of India, in the presence of Vivek Bharadwaj, Secretary, Ministry of Panchayati Raj, and Manish Gupta, Associate Professor at the National Institute of Public Finance and Policy. Senior government officials, researchers and representatives of policy institutions are also expected to attend the event.
Following the release, the Chief Economic Advisor will deliver a keynote address focusing on data-driven policymaking and evidence-based fiscal governance as key pillars for empowering local self-government institutions and promoting inclusive development.
According to the Ministry, the report represents a significant step in the Government of India’s efforts to strengthen the evidence base for fiscal decentralisation. State Finance Commissions, constituted under Article 243-I of the Constitution, are responsible for reviewing the financial position of Panchayati Raj Institutions and recommending principles for the devolution of financial resources to local governments.
The ministry noted that effective functioning of these commissions requires access to reliable, timely and disaggregated data relating to local government finances, demographics, infrastructure, service delivery and asset management.
The Committee on Datasets for State Finance Commissions was constituted after concerns were raised during the Finance Commissions’ Conclave on “Devolution to Development” held in November 2024. The conclave, convened under the leadership of the Chairman of the Sixteenth Finance Commission, highlighted the difficulty in accessing comprehensive datasets across departments and agencies as a major challenge affecting the quality and timeliness of State Finance Commission recommendations.
The report provides a detailed mapping of datasets considered essential for State Finance Commissions and proposes measures to improve data availability, standardisation, interoperability and institutional capacity across the local public finance ecosystem.
Officials said the document is expected to serve as an important reference for state governments, State Finance Commissions, constitutional bodies, researchers and policymakers working to strengthen democratic decentralisation and local public finance management across the country.
