Centre launches new digital platforms to strengthen dam safety monitoring

New Delhi, May 27: The National Dam Safety Authority (NDSA) on Tuesday conducted a national workshop in New Delhi focused on strengthening dam safety, disaster preparedness and risk monitoring through advanced digital platforms and technology-driven systems.

The one-day workshop, titled “Empowering Dam Safety: Interactive Familiarisation with RRSSD & RBSD Digital Platforms of NDSA”, was organised by the NDSA under the Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti, at the Central Water Commission auditorium in R.K. Puram.

Held in hybrid mode, the event witnessed participation from State Dam Safety Organisations, Dam Safety Units, dam-owning agencies, technical experts and representatives from major organisations including the Central Water Commission, National Disaster Management Authority, NHPC Limited, SJVN Limited, THDC India Limited and North Eastern Electric Power Corporation Limited.

The inaugural session was addressed by Secretary, Department of Water Resources, River Development and Ganga Rejuvenation, V. L. Kantha Rao, Chairman of the Central Water Commission Anupam Prasad and NDSA Chairman Anil Jain.

During the event, the Ministry released the National Register of Specified Dams (NRSD) 2026 and launched the DHARMA (Dam Health and Rehabilitation Monitoring Application) mobile application.

The workshop focused on familiarising stakeholders with two major digital initiatives developed by NDSA — the Rashtriya Bandh Suraksha Darpan (RBSD) and the Rapid Risk Screening of Specified Dams (RRSSD) platforms.

Officials said the RBSD platform has been designed as a national digital dashboard to improve flood-risk awareness, support dam-break analysis and assist authorities in informed decision-making for dam safety management.

The RRSSD platform, meanwhile, provides a standardised framework for rapid risk assessment of dams by identifying vulnerability indicators, prioritising structures requiring detailed investigation and generating consistent risk profiles.

Technical experts from NDSA and Centre for Development of Advanced Computing (C-DAC) conducted live demonstrations and detailed technical sessions on the functioning of the digital platforms.

The workshop also included sessions on the DHARMA mobile application, alert generation systems and information dissemination mechanisms for dam-related emergencies, including integration with the CAP-SACHET system of the NDMA.

State representatives shared experiences and best practices related to dam safety implementation and use of digital monitoring tools.

Officials said the workshop underscored the growing importance of technology-driven systems in improving dam safety monitoring, emergency preparedness and disaster resilience across the country.

The NDSA reiterated its commitment to effective implementation of the Dam Safety Act, 2021 through institutional strengthening, digital transformation and capacity-building initiatives.
