J&K Industrial Policy 2021–30 amendments consultation: PHDCCI submits suggestions

Srinagar: The PHD Chamber of Commerce and Industry (PHDCCI), Jammu & Kashmir Chapter, has presented a comprehensive set of suggestions for the proposed amendments to the Jammu & Kashmir Industrial Policy 2021–30, following a detailed virtual consultation with the Industries and Commerce Department.

The meeting was chaired by Commissioner Secretary, Industries & Commerce Department, Vikramjit Singh, IPS, and attended by Director Industries, Jammu, Rakesh Manhas, JKAS. The discussion focused on strengthening the policy framework to make it more inclusive, investor-friendly and supportive of sustainable industrial growth in the Union Territory.

The PHDCCI delegation was led by Rakesh Wazir, Chairman, Jammu Region, and included Himayu Wani, Co-Chair, PHDCCI Kashmir; Javaid Anim, Co-Chair, PHDCCI Kashmir; Bilal Kawoosa, General Convenor, PHDCCI Kashmir; and Iqbal Fayaz Jan, Deputy Director, PHDCCI.

Key suggestions submitted by PHDCCI

During the interaction, the chamber presented a set of priority recommendations and was advised by the department to submit them in a detailed written format, with key proposals highlighted separately. PHDCCI has agreed to do so at the earliest.

The summarized suggestions cover several critical areas, including:

Inclusion of the service sector under the ambit of policy incentives

Rationalisation of tax exemptions and SGST reimbursement mechanisms

Enhancement of solar subsidy provisions and increase in incentive caps

Extension of incentives to existing industries undertaking substantial expansion

Exemption of stamp duty and court fees for all CLU-approved industrial land, both within and outside notified industrial estates, including cases involving change in constitution such as dissolution, induction or retirement of partners

Formation of Special Purpose Vehicles (SPVs) for effective management of industrial estates

Strengthening marketing support and purchase preference mechanisms

The meeting also featured an awareness session on the MSME Health Clinic portal, described as an important initiative aimed at supporting the revival and sustainability of micro, small and medium enterprises.

Speaking after the meeting, Rakesh Wazir, Chairman, Jammu Region, PHDCCI, said the interaction with the department was productive and constructive.

“The department’s receptive approach to stakeholder consultation is commendable. Our suggestions are pragmatic and aimed at simplifying procedures, enhancing competitiveness and creating an ecosystem where both existing and new industries can grow sustainably,” he said.

Commissioner Secretary Vikramjit Singh, IPS, appreciated the detailed inputs shared by the chamber and assured that the department would carefully examine the comprehensive written submission.

Himayu Wani, Co-Chair, PHDCCI Kashmir, said the chamber remains committed to working closely with the Government of Jammu & Kashmir to refine the industrial policy so that it serves as a catalyst for economic development and employment generation in the Union Territory.
