Srinagar: Jammu & Kashmir government, in collaboration with the union ministry of coal and mines, is set to host the launch of the J&K’s first auction of limestone mineral blocks today on November 24, marking a major step in mineral extraction of Jammu & Kashmir.
Union Minister of Coal & Mines G. Kishan Reddy will formally inaugurate the auction roadshow, which is expected also to be attended by the Chief Minister and Deputy Chief Minister of J&K.
Officials told Ziraat Times that the auction marks the first mineral block sale in J&K since the 2015 amendments to the Mines and Minerals (Development and Regulation) Act (MMDR Act), which introduced reforms aimed at increasing transparency and competitiveness in the mining sector. Officials said the launch reflects the broader national development goals under the vision of Viksit Bharat 2047.
Seven limestone blocks—spanning roughly 314 hectares—have been identified in Anantnag, Rajouri, and Poonch districts. Classified under the UNFC G3 and G4 exploration stages, the deposits are believed to contain high-quality limestone used in cement manufacturing, construction and various industrial processes.
The auction is being facilitated by the Central Government under subsections (4) and (5) of Section 11 of the MMDR Act, a provision that allows the Centre to intervene when State or UT administrations face procedural challenges. Officials described this as an example of “cooperative federalism” aimed at expediting reforms and ensuring timely implementation.
According to the Ministry of Mines, the auction process will rely on technology-driven, transparent, and competitive systems, with strict adherence to national environmental and sustainability standards.
Authorities expect the initiative to create employment, boost revenue, attract industrial investment, and open new economic avenues for local communities.
