Srinagar: In what could prove to be a landmark development for thousands of underemployed youth and long-serving temporary workers in Jammu & Kashmir, Lieutenant Governor Manoj Sinha has recommended the introduction of a crucial Bill in the Legislative Assembly.
The Bill, titled “The Jammu and Kashmir Civil Services (Special Provisions for Regularization of Adhoc, Daily Wagers, Need-Based and Other Temporary Workers Bill, 2025)” (L.A. Bill Private Members’ Bill No. 8 of 2025), seeks to pave the way for the regularization of a large number of workers who have been serving in various government departments for decades without permanent status.
The order, issued from Raj Bhavan under Section 36(1) of the Jammu and Kashmir Reorganisation Act, 2019, formally recommends the Assembly to introduce and deliberate upon the Bill.
If passed and implemented, this legislation is expected to bring relief to thousands of temporary employees—many of whom are now in their 40s and 50s—who have been struggling for job security after decades of service.
Employee associations have long argued that preference in regularization should go to those workers who were recruited on the basis of technical qualifications, through duly authorised panels, and without violation of Article 16 of the Constitution. They insist that justice demands priority be given to those who have already spent the most productive years of their lives in temporary government service.
For years, the issue of adhoc, daily wagers, need-based and other temporary workers has remained a major socio-economic challenge in J&K, with successive governments facing pressure to address their plight.
Observers note that if this Bill is cleared by the Assembly, it could mark a historic shift in employment policy in the Union Territory—restoring dignity and security to thousands of families dependent on government service.
