Tenders invited for developing hotel in Mubarak Mandi complex in Jammu

Jammu: The historic Mubarak Mandi Heritage Complex in Jammu is set for a new phase of adaptive reuse with the construction of a heritage hotel under the Public-Private Partnership (PPP) model. A fresh tender for engaging a Transaction Advisor has been issued by the Executive Engineer of Public Works (R&B) Division-II, Jammu, on behalf of the Mubarak Mandi Jammu Heritage Society.

According to Short Notice Inviting Tender No. 06-2024-25, dated November 7, 2024, e-tenders have been invited for selecting eligible Transaction Advisory firms that are empanelled by the Department of Economic Affairs (DEA), Ministry of Finance, Government of India. The empanelment is based on DEA’s notification vide F.No.2/3/2021-PPP dated July 1, 2022.

The selected firm will provide end-to-end transaction advisory services for the adaptive reuse of the Mubarak Mandi Heritage Complex, which includes the proposed Heritage Hotel. The project will be implemented on a Design, Build, Finance, Operate, and Transfer (DBFOT) basis.

This initiative aims to preserve and repurpose the historic Mubarak Mandi complex, a symbol of Jammu’s cultural heritage, by converting parts of it into a hotel to boost heritage tourism. The proposal underscores the Government’s intention to attract private investment in cultural preservation while generating economic opportunities.

Empanelled firms will submit proposals through the e-tender process, ensuring transparency and adherence to established guidelines. The adaptive reuse of this iconic site is expected to blend conservation with modern hospitality, creating a unique heritage experience.

The Mubarak Mandi complex, once the royal residence of the Dogra rulers, has immense historical significance. Its transformation into a heritage hotel has drawn mixed reactions, with some lauding the step towards tourism promotion and others emphasizing the need for strict preservation norms.
