KCCI team meets LG Sinha; discusses J&K’s pressing business matters

Srinagar, Aug 8: A delegation from the Kashmir Chamber of Commerce & Industry (KCCI), led by its President Javed Ahmad Tenga, met with Lt. Governor Manoj Sinha at Raj Bhawan today, August 8, 2024. The meeting focused on several pressing issues affecting the business community. The KCCI team included Senior Vice President Ashaq Shangloo, Secretary General Faiz Bakshi, and Treasurer Zubair Mahajan, an official statement released to Ziraat Times said.

During the meeting, the KCCI requested the Lt. Governor to direct the Secretary of Tourism to extend the deadline for submitting responses, objections, and suggestions to Public Notice No: DIPK-3751-24, dated July 30, 2024, regarding the Draft Amendments to the Jammu and Kashmir Registration of Tourism Trade Rules, 2024. The KCCI emphasized the need for careful consideration of the extensive proposed amendments and the importance of wide consultation among tourism stakeholders, trade associations, and other concerned groups. Numerous stakeholders have approached the KCCI, requesting an extension to ensure thorough feedback.

The KCCI also sought the Lt. Governor’s intervention regarding the ROSCTL (Rebate of State and Central Taxes and Levies) and the change of HSN Code for pashmina, hand-embroidered, and value-added shawls. Previously, the Central Government provided assistance to exporters, including those dealing in shawls. However, since 2019, the government discontinued the MEIS (Merchandise Exports from India Scheme) for woollen and pashmina shawls, replacing it with ROSCTL under ITCHS-CODE NO: 62142010. Unfortunately, a cap of Rs. 438/- was imposed, meaning that shawls valued above this amount receive the same benefit as those costing Rs. 438/-. The KCCI strongly urged the removal of this anomaly in the Foreign Trade Policy 2023-28.

Additionally, the KCCI impressed upon the Lt. Governor the urgent need to announce an OTS (One Time Settlement) Scheme without caps and tenure restrictions.

The Lt. Governor assured the KCCI delegation that the issues raised would be given positive consideration. The KCCI President expressed gratitude to the Lt. Governor for his constructive response.
