Outstanding bills: Govt issues circular, stipulates conditions for bill settlement

Srinagar: A fresh circular has been issued by the Jammu and Kashmir Finance Department, through which the UT government has assured  infrastructure development project contractors and utility service providers that they will receive payment for valid dues incurred in the financial year 2023-24.

The circular, a copy of which has been made available to Ziraat Times, was issued on April 2, 2024 by Santosh D Vaidya, IAS, Principal Secretary to Government, Finance Department.

The circular clarifies that the government is committed to ensure that all the duly incurred liabilities of the Government are discharged in a time bound manner.

The measure is being taken to address situations where some liabilities of capital works might have remained unpaid due to a rush of investments in the final days of the financial year 2023-24, the circular adds.

To expedite processing of such liabilities, the circular instructs government departments to prepare fresh bills in lieu of unpaid bills and submit them to the concerned Treasury. The unpaid bills will be settled from the budget allocations of the current financial year 2024-25.

The following are the conditions to be met for availing this measure:

1. The bills were within the allocated budget of the concerned DDO for 2023-24 and were not paid during that fiscal due to the expenditure norms for the final quarter and final month

2. The works formed part of the approved action plan / works programmes of the departments/offices for 2023-24

3. All the required codal formalities as per the GFRS (technical sanction, administrative approval, due process for allotment, etc.) have been fulfilled before incurring the expenditure
