J&K PDD engineers defer mass causal leave; Principal Secty PDD assures JKEEGA

Srinagar, Oct 26: Jammu and Kashmir Electrical Engineering Graduates Association [JKEEGA] today held a
meeting here in Jammu as well as in Srinagar under the chairmanship of Sachin Tickoo
President JKEEGA and Pirzada Hidayatullah General Secretary respectively in which
members of the Guidance Council an apex body of the Graduate Engineers of Power
Development Department participated in full The Members discussed threadbare the talks initiated by the Principal Secretary Power
Development department to address the issues listed in the Mass protest casual leave notice
issued by JKEEGA to the Government. During the meeting the president and the general secretary
informed the Guidance council members that Principal Secretary has shown positive intent and
taken a positive note of our genuine demands and after thorough analysis of status of all listed
issues, he has assured with strong commitment being administrative head of the department that
all the raised demands shall be resolved in the time bound manner.

While expressing satisfaction that as an immediate confidence building measure the proposal of
promotion of Chief Engineers by the Establishment committee headed by Chief Secretary
J&K shall be immediately be taken up along with the promotion files of JEs and Executive
Engineers and adjustment of Assistant Ex Engineers shall also be expedited in the General
Administrative Department.
Further the grievance of the PDD Engineers of the delay in promotions, vacancies at all levels
shall be filled up immediately at all levels.

The Leadership informed the principal secretary
that situation has taken alarming proportion with positions of Managing Director- 02 Nos,
Executive Directors-03 No, Chief Engineers-05 No, Superintending Engineers-15 No’s,
Executive Engineers-30, Assistant Ex.Engineers- 94, Assistant Engineers -250, and Junior
Engineers-300 vacant since over an year now.

The agreement dated 21.12.2021 between Jammu and Kashmir Power Employees and
Engineers coordination committee (JKPEECC) and Government had promised to fill the vacant
positions of all cadres through promotions on priority and regularize the Engineers as per the
SAC Decision No- 258/22/2019 Dated-22/10/2019 in time bound manner. However despite a lapse of nearly a year the regularization order of serving engineers has not been issued till date.

Even not a single recruitment has taken place since last six years post unbundling.

JKEEGA Guidance councils in Jammu and Srinagar after considering the positive assurance
of the principal secretary on all the agreemented issues has resolved to defer the proposed mass
casual leave of 24 hours on 28th Oct and expressed hope that in a timebound manner preferably in next 15 to 20 days.
