Strictly abide by Rs 5 lakh local MSME procurement limit: Govt to all Departments

Srinagar, Aug 1: Finance Department of J&K government has asked all the departments to ‘strictly abide’ by its earlier instructions related to local MSME filters of Rs 5 lakhs worth of contracts in the government bidding and procurement processes.

In a new circular issued recently, a copy of which has been obtained by Ziraat Times, the Finance Department has noted that “it has come to its notice that departments are not following the guidelines properly.”

“Attention of all Administrative Secretaries is invited to the circular instructions issued by the Finance department Vide No.A/50(2016)-1-969/J dated 17.03.2021 in terms of Rule 149 of GFR- 2017. The departments have been advised to use local filters/MSME filters upto Rs. 5.00 lakhs and Additional terms and conditions clause (above Rs 5.00 lakhs) for bidding process on GeM for ensuring participation of local manufacturers in the procurement process”, the circular reads.

Accordingly all Administrative Secretaries have been advised to ‘direct their subordinate officers to adhere to above guidelines while going for bidding process/procurement in letter and spirit.’
