Jammu, Feb 13: The Jammu and Kashmir Electrical Engineering Graduates Association [JKEEGA] today under chairmanship of Sachin Tickoo, General Secretary along with Ashok Kumar Dubey, Provincial Secretary, Rajeshwar Jamwal, Provincial Publicity Secretary, Yash Paul, Organizing Secretary, Purshotam Sharma and Vipul sharma Treasurers held a meeting of its Executive Council wherein ‘strong resentment was expressed by the members over the flouting of the seniority rules in the orders’ issued by Executive Director, Jammu Kashmir State Power Development Corporation vide Order No 48/JKPDC/E of 2020-21 Dated-09/02/2021.
In a statement issued to Ziraat Times, the members ‘decried the way shortcut way has been adopted by the Executive Director JKSPDC while assigning the charge of the Drawing and Disbursing officers i.e. Executive Engineers to I/c Assistant Ex. Engineers without due approval of the competent authority which in the case of JKSPDC is Chairman of JKSPDC who happens to be Baseer Ahmed Khan, Advisior to the Lieutenant Governor.’
The action on part of the Executive Director JKPSDC operating under the administrative control of Managing Director JKSPDC has taken aback the Assistant Executive Engineer cadre of Power Development Department who after placement as I/c Executive Engineers are supposed to man these posts on deputation basis as per the seniority maintained by the administrative department and have been waiting for their turn. If at all there is an exigency and in the interest of Govt. works the seniority list maintained by the JKPDD administrative department should be operated upon to give any charge in JKSPDC by none other than JKPDD administrative department being guardian of the employees recruited till date. This shortcut adopted by JKSPDC could create litigations and disputes in regularization process in future, the statement added.
The statement further said that ‘even at the level of Assistant Executive Engineers and Assistant Engineers such process in JKPSDC is being pushed by vested interests and those recruited in 2011 as Junior Engineers by JKPSDC are eyeing the positions of Assistant Executive Engineers, whereas Junior Engineers of 2009 batch recruited through SSRB by PDD Administrative department are yet to be placed as Assistant Engineers. Such steps shall be detrimental to the morale of the cadres of the Power Development Department being the parent department for all the corporations.’
“The administrative department needs to step in and rescind the orders issued by the Managing Director JKPSDC and Executive Director JKSPDC assigning temporary charge to the Assistant Ex. Engineers who happen to be junior to the other Assistant Ex.Engineers in the seniority. The seniority list maintained by the administrative department in respect of the Assistant Ex. Engineers needs to be operated to meet any exigencies of the Govt. works. Every such proposal should be mooted through administrative department JKPDD which in turn shall decide who should be given the charge even if on temporary basis. The ED JKSPDC has issued the orders in haste and are bad in law and need to be put in abeyance. The Administrative officer JKSPDC has also put a dissenting note on such proposal, whose opinion has also not been heeded to before making such orders”, the executive members observed during the meeting.
“It is therefore appealed to the Advisor Baseer Khan and Principal Secretary PDD to kindly intervene and order an enquiry into the aforesaid orders issued from office of Managing Director JKSPDC and such orders which are flouting the seniority maintained by administrative department should be rescinded to restore confidence among the cadres of Power Development Department”, the association executive members observed.
