JKEEGA seeks transparent transfer policy in JKPDD & new corporations

Srinagar: Jammu and Kashmir Electrical Engineering Graduates Association today held a meeting here in Jammu under the Chairmanship of Er. Sachin Tickoo, General Secretary and attended among others by Er. Ashok Dubey Vice President ,Er.M.P Singh, Provincial Secretary, Er.Rajeshwar Jamwal,Provincial Publicity Secretary, Er.Yash Paul, Organising Secretary ,Er.Parshottam Kumar,Cashier, Er.Vipul Sharma.The participants deliberated on the issue of lack of transparency in the transfers being effected within the corporations and sought a transparent rotational transfer policy in newly carved corporations.

Here is the full text of the statement issued at the end of the meeting:

The members discussed threadbare the transfer scheme notified vide SO- 109 Dated:-20th March 2020 which was expected that by now the SO-109 should have been implemented in toto but unfortunately most of clauses concerning the interests of employees of JKPDD are yet to see light of the day. The JKEEGA leadership wants to seek kind attention to the clause 7(10) of above referred SO-109 which is reproduced for ready reference

Within one year of the appointed date, the Department shall notify a Rotational/ Transfer Policy for deputation of Employees from one Transferee to another Transferee or from JKPDD to Transferees, as the case may be”.

Despite lapse of considerable time, till date no such policy has been notified which is a matter of concern. As our Association feels only a transparent & fool proof policy will help in better utilization of human resource which will in turn benefit the newly formed Corporations, so the need is to issue a one at an earliest. In this context, it is requested that a fool proof transparent Rotational/Transfer policy be notified to address the standing issue.

It is apt to mention here that every organization should have a fair and impartial transfer policy which should be known to each employee. Transfer of employees is must and essential in an organization for ensuring cordial relationship between employees, to increase transparency in work, to obviate syndicate of employees for unethical purpose.

Transparency in transfers and its implementation in offices from top ranks to grass root levels have always been a matter of serious concern. Recently since the Transmission and Distribution Corporations have come to existence it has been noticed that transfer orders are being issued in piece meals and no proper rotation of employees is happening from rural to urban areas and vice versa in absence of a defined   rotation policy within the corporations . Moreover the maximum tenure of deputation of PDD Employees in one corporation should not exceed 4 years.

Secondly the vacant posts should be filled at an earliest on stop gap arrangement till regularization process gets completed as employees are awaiting promotions on their current positions since years even though clear cut vacancies are available in the existing sanction strength of the Corporations .The stagnation at one position even when vacant posts are available has not only demotivated the employees , secondly it has fuelled the practice of assigning additional charge of key positions leading to discontent among employees.

JKEEGA appeals to Principal Secretary PDD to notify a transparent, fair and consistent transfer policy along with speedy promotions against the vacant posts at all levels in order to infuse a renewed zeal among the employees. Moreover the elected body of JKEEGA being representative of the Engineering fraternity should be involved in consultation process while effecting transfers so that the names of employees who may be suffering from grave illnesses or any other genuine ground are made available to the administration with all supporting documents for transfer on humanitarian grounds in order to mitigate their hardships while performing their official duties.
