Review of SRO-202 on cards? Govt seeks details of appointments made

Srinagar: Jammu & Kashmir government has sought details from its various departments about the appointments made under the SRO-202 job policy unveiled by the then PDP- BJP government in 2015.

The SRO 202 was issued under the powers conferred by the proviso to section 124 of the Constitution of Jammu and Kashmir. The rules are also called as Special Recruitment Rules of 2015.

Officials told news agency KNO that the General Administration Department today wrote to departments to submit year-wise information about appointments made under SRO-202.The move comes amid demand from different quarters to withdraw the controversial job policy.

In February this year , the government of  Jammu and Kashmir government constituted a committee to examine job policy unveiled by the previous PDP-BJP government, commonly known as SRO-202.

Chief Secretary BVR Subrahmanyam is chairman of the committee while  its members are Financial Commissioner, Finance Department, Secretary to the Government, GAD and Secretary, Department of Law, Justice and Parliamentary Affairs.

The panel has been mandated to examine SRO-202 and its implications on the job structure in government as well as financial implications.

What is SRO 202 policy?

As per the SRO 202, these rules are applicable to all non-gazetted posts borne on the establishment of any department or service 111 of the Government and such gazetted post, as may be notified by the Government from time to time.

The appointee under these rules initially serve probation period for a period of five years and after completion of five years his service will be declared as permanent subject to passing of such tests, or successfully undergoing such training, as provided under the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956 or as prescribed under the relevant recruitment rules governing the post of service to which he has been appointed.

“The appointees have to necessarily work for a period of five years on the post against which he has been appointed and such appointee will not be eligible for transfer for whatsoever reason during the temporary service of five years. Provided that any person appointed against any available vacancy on the basis of being a resident of backward area or an area adjoining Line of Actual Control shall serve in such areas for a period of not less than seven years,” reads rules of SRO 202

“During the period of first five years, the appointee will be entitled to the minimum of scale of pay along with the grade pay applicable to the post against which he is appointed,” according to the SRO.
