Policy provides time-bound clearances, priority gas connectivity to major industrial estates
Srinagar, October 8: The Jammu & Kashmir government has notified the Jammu & Kashmir City Gas Distribution (CGD) Policy, 2026, paving the way for phased expansion of Piped Natural Gas (PNG) and Compressed Natural Gas (CNG) networks across all 20 districts of the Union Territory.
The policy, notified following approval by the Council of Ministers, seeks to establish a time-bound framework for expanding city gas distribution to households, commercial establishments, industries and the transport sector.
A key provision is the introduction of single-window, time-bound clearances and streamlined procedures for setting up CNG stations. The policy also provides for standardised Right of Way norms to facilitate faster development of gas distribution infrastructure.
Under the policy, major industrial estates in Kathua, Samba and Pulwama will receive priority gas connectivity, with the government seeking to improve access to reliable energy for industrial units.
The expansion of PNG and CNG infrastructure is expected to provide cleaner and safer alternatives to conventional fuels, while potentially reducing fuel costs and improving industrial efficiency.
The policy also envisages employment, apprenticeship and skill-development opportunities linked to the construction, operation and maintenance of gas distribution networks and associated services.
Omar Abdullah welcomes policy
Chief Minister Omar Abdullah described the notification as a step towards expanding clean energy access and strengthening industrial competitiveness in Jammu & Kashmir.
He congratulated Minister for Food, Civil Supplies & Consumer Affairs Satish Sharma and the department on the notification.
“The City Gas Distribution Policy will help expand clean and reliable energy access while creating an enabling environment for industry and investment. It is an important step towards building a cleaner, more efficient and sustainable energy future for J&K,” Omar Abdullah said.
The Chief Minister said the policy would support the development of a modern energy ecosystem while facilitating cleaner growth and investment in the Union Territory.
