Srinagar, 6 Sept: The Jammu & Kashmir School Education Department has formally notified the Rehbar-e-Taleem (RReTs), Grade II and Grade III Teacher Transfer Policy for 2026, establishing a uniform framework aimed at staff rationalization and administrative efficiency across government schools in the Union Territory.
The policy, issued by Commissioner/Secretary Ram Niwas Sharma (IAS), introduces structured tenure norms and transfer mechanisms while safeguarding the rights of General Line Teachers.
Key Highlights of the Policy
Tenure Norms:
· Minimum Tenure: Teachers must complete three years at a posting before becoming eligible for transfer, except in exceptional or compassionate cases.
· Maximum Tenure: No teacher shall ordinarily serve beyond five years at a single station, after which they become liable for administrative transfer.
Annual Transfer Drive: Transfers will be affected once annually at the end of the academic session to minimize academic disruption. Mid-session transfers are strictly prohibited except under exceptional circumstances—serious medical grounds, security concerns, or administrative exigencies—with Competent Authority approval.
Types of Transfers Permitted
1. Administrative Transfers: Ordered in public interest, for staff rationalization, or disciplinary reasons.
2. Mutual Transfers: Voluntary exchanges between teachers of equivalent cadre, qualification, and subject, subject to approval.
3. Inter-District Mutual Transfers: Permitted between teachers of same cadre and qualification, but not within two years of a prior transfer. Incumbents shall retain lien and promotion prospects in their parent districts.
Compassionate & Security Deployments
The policy provides for compassionate consideration in cases involving:
· Life-threatening medical conditions of employee or dependents
· Disability, widowhood, or single parenthood
· Spouse unification for government employees serving in different areas
Security-related deployments shall be considered following established procedures. Cluster Heads are responsible for making internal arrangements to ensure seamless school operations when teachers are deployed on such grounds.
Safeguards for General Line Teachers
A key provision ensures that transfers remain category-specific:
· RReTs to RReTs
· Grade II to Grade II
· Grade III to Grade III
No transfers shall occur between General Line Teachers and RT Teachers, except for those already transitioned against regular/substantive posts.

· No transfers during academic session except in exceptional cases
· No employee shall be transferred again within two years of last transfer unless warranted by administrative exigency
· Employees facing disciplinary proceedings may not be transferred except in inquiry interest
Special Provisions & Review Mechanism
RReTs who have not attained regularization shall continue within their originally assigned zone. Upon regularization as RReTs or placement as Grade-II/III Teachers, they shall be fully governed by this policy.
The policy shall be reviewed every five years, with periodic assessments to ensure rationalization and effective implementation. It supersedes all prior orders on the subject.
