The Agriculture Minister Javaid Ahmad Dar’s visit to Ramban and Udhampur to review the movement of horticulture produce on NH-44 comes at a critical moment for Kashmir’s rural economy. With apple harvesting and marketing now beginning, the next four months will determine whether thousands of growers and traders are able to recover their annual investment—or face potentially devastating losses.
The government’s direction to prioritise fruit-laden trucks on NH-44 is therefore welcome. But it must now translate into a clear, enforceable and closely monitored traffic-management protocol.
Kashmir’s horticulture economy cannot be treated like ordinary commercial traffic. Apples and other fresh produce are perishable. Every hour lost on the highway can translate into deterioration in quality, lower market prices and, ultimately, reduced returns to growers. For traders, who invest substantial capital in procurement, packing, storage, transportation and marketing, prolonged delays can turn an already risky season into a major financial setback.
The issue is larger than traffic management. It is about protecting livelihoods and safeguarding investment in one of J&K’s most important economic sectors.
For the next four months, NH-44 must effectively become a lifeline corridor for Kashmir’s horticulture economy. This does not mean ignoring the emergency services or other essential traffic. It means creating a transparent system under which perishable fruit consignments receive predictable priority, particularly during harvesting and peak dispatch hours.
Authorities should establish real-time coordination between district administrations, traffic police, NHAI and horticulture associations. Dedicated windows for fruit trucks, rapid clearance of breakdowns, advance communication about road closures and restrictions, and designated holding areas could significantly reduce uncertainty.
Most importantly, instructions issued at review meetings must be followed on the ground. Growers and traders should not have to repeatedly negotiate with individual checkpoints to secure passage for their produce.
The government has rightly recognised the urgency. Now implementation must match the intent.
For Kashmir’s apple grower, the road to the market is as important as the orchard itself. A fruit box delayed for hours on NH-44 is not merely cargo waiting in traffic—it represents months of labour, investment and livelihood.
Over the coming four months, fruit trucks must move, and they must move predictably. Protecting their passage is ultimately about protecting Kashmir’s farmers, traders and rural economy.
