CS orders overhaul of govt cadres, fast-tracked promotions; core team to review manpower needs across departments

Srinagar, June 18: Chief Secretary Atal Dulloo on Thursday directed a comprehensive rationalization of departmental cadres across the Jammu & Kashmir administration and called for the timely conduct of Departmental Promotion Committees (DPCs), stressing that outdated service structures must be aligned with modern governance requirements and technological advancements.

Chairing a high-level meeting of Administrative Secretaries, the Chief Secretary reviewed the status of updation of Recruitment Rules (RRs) across departments and assessed progress in holding DPCs for government employees. He emphasized the need to identify posts that have become redundant over time while strengthening positions critical for efficient service delivery.

To undertake this exercise, Dulloo ordered the constitution of a core team headed by the Commissioner Secretary, ARI & Trainings Department, with representatives from the General Administration Department (GAD), Finance Department, Law Department and the concerned departments. The team will conduct a comprehensive review of departmental cadres and manpower requirements in the coming weeks to ensure optimal utilization of human resources.

The Chief Secretary said updated Recruitment Rules were essential for improving administrative efficiency, ensuring transparent career progression and facilitating the induction of skilled manpower suited to contemporary governance needs. He directed all departments to expedite the revision and finalization of Recruitment Rules within stipulated timelines.

Reviewing the status of DPCs, Dulloo stressed that promotions should be conducted regularly and without delay to facilitate career advancement and maintain employee motivation. He instructed departments to remove bottlenecks and ensure eligible employees receive promotions in a timely manner.

The meeting also discussed the framework and skill requirements for recruitment of Multi-Tasking Staff (MTS). Deliberations focused on the work being carried out by a committee constituted earlier by the General Administration Department to examine the issue and formulate recommendations for future recruitment.

During the discussions, Additional Chief Secretary, Finance Department, Shailendra Kumar, advised Administrative Secretaries to clearly define the skills and competencies required from MTS personnel in their respective departments. He said such an exercise would help understand the evolving role of MTS employees and support informed decisions on recruitment, deployment and capacity building.

Commissioner Secretary, General Administration Department, M. Raju, presented details of DPCs conducted by departments across various cadres and informed the meeting about the number of employees promoted since October 2025. He also highlighted key challenges affecting timely promotions, including pending litigation and delays in updating seniority lists.

Earlier, Commissioner Secretary, ARI & Trainings Department, Shabnam Kamili, made a detailed presentation on Recruitment Rules currently under examination. She informed the meeting that several cases had been returned to departments for compliance with observations and urged them to resubmit revised proposals at the earliest for speedy processing.

The meeting also reviewed the functioning of the online portal developed for processing Recruitment Rules. Officials informed the meeting that several departments had already submitted proposals through the portal and that all technical issues affecting its operation had been resolved.

It was further reported that extensive capacity-building measures had been undertaken for departmental officers to facilitate effective use of the portal and ensure transparent and time-bound updation of Recruitment Rules across government departments.

Reiterating the government’s commitment to modernizing human resource management practices, the Chief Secretary said efforts were being made to streamline service structures, ensure timely promotions and enhance administrative efficiency for improved public service delivery.
