Centre Reorganises Corporate Affairs Offices; J&K to Come Under New Chandigarh-Based Regional Directorate

New Delhi, Dec 31: In a major administrative restructuring aimed at improving ease of doing business, the Ministry of Corporate Affairs (MCA) has announced the creation of three new Regional Directorates (RDs) and six new Registrars of Companies (RoCs), a move that will significantly alter regulatory oversight across several states and Union Territories — including Jammu and Kashmir.

As part of the reorganisation, Jammu & Kashmir will now fall under a newly created Regional Directorate (NR-II) headquartered in Chandigarh, marking a key change in its administrative jurisdiction. The restructuring will come into effect from February 16, 2026, according to an official release issued by the Ministry on Tuesday.

Reorganisation of Northern Region

The existing Regional Directorate of the Northern Region, headquartered in Delhi, has been bifurcated.

  • RD (NR-I), headquartered in New Delhi, will oversee the National Capital Territory of Delhi and the State of Uttar Pradesh.

  • RD (NR-II), headquartered in Chandigarh, will have jurisdiction over Haryana, Himachal Pradesh, Punjab, Uttarakhand, and the Union Territories of Chandigarh, Ladakh and Jammu & Kashmir.

This marks a significant administrative realignment for Jammu and Kashmir, which will now be part of a new regional regulatory framework aimed at improving efficiency and accessibility.

Expansion of Registrars of Companies

The Ministry has also announced the restructuring of the Registrar of Companies (RoC) offices:

  • The existing RoC Delhi has been divided into three:

    • RoC (NCT of Delhi–I): South, Southwest, New Delhi, Southeast and East Delhi.

    • RoC (NCT of Delhi–II): Central, West, North, Northwest, Northeast Delhi and Shahdara.

    • RoC Haryana, headquartered in Chandigarh, which will now have exclusive jurisdiction over all districts of Haryana.

Additionally, RoC Noida has been carved out of RoC Kanpur to oversee 17 western districts of Uttar Pradesh.

Western and Southern Region Changes

In the western region, the existing Regional Directorate in Mumbai has been split:

  • RD (WR-I), headquartered in Mumbai, will oversee Mumbai city, Mumbai Suburban, Goa and the Union Territory of Daman and Diu.

  • RD (WR-II), headquartered in Navi Mumbai, will supervise the remaining districts of Maharashtra.

Correspondingly, the RoC Mumbai has been divided into three units:

  • RoC Mumbai-I for Mumbai and Mumbai Suburban,

  • RoC Mumbai-II for districts including Thane, Palghar, Raigad, Nashik and Aurangabad,

  • A new RoC Nagpur, covering 11 districts of Vidarbha and seven districts of Marathwada.

New Regional Directorate for South-Western India

A new Regional Directorate for the South-Western Region (SWR) has also been established, headquartered in Bengaluru, with jurisdiction over Karnataka, Kerala and the Union Territory of Lakshadweep.

Eastern India Reorganisation

In the eastern region, the existing RoC Kolkata has been split into:

  • RoC Kolkata-I, covering Kolkata district and the State of Sikkim; and

  • RoC Kolkata-II, responsible for the rest of West Bengal.

The Ministry said the restructuring is aimed at improving regulatory efficiency, reducing compliance burden, and ensuring better service delivery to businesses across the country, in line with the government’s broader ease-of-doing-business agenda.
