New Delhi: The Winter Session, 2025 of Parliament concluded on Friday with the adjournment sine die after 15 sittings spread over 19 days. The session began on December 1, 2025.
During the session, 10 Bills were introduced in the Lok Sabha. Eight Bills were passed by the Lok Sabha, eight by the Rajya Sabha, and a total of eight Bills were cleared by both Houses of Parliament.
A special discussion marking the 150th anniversary of the National Song *Vande Mataram* was held in the Lok Sabha on December 8 and in the Rajya Sabha on December 9, 10 and 11. The Prime Minister initiated the discussion in the Lok Sabha, with 65 Members participating for a total duration of 11 hours and 32 minutes. In the Rajya Sabha, the discussion was initiated by the Union Home Minister, with 81 Members taking part. The debate concluded with the speech of the Leader of the House and engaged the House for 12 hours and 49 minutes.
Parliament also held detailed discussions on election reforms. The Lok Sabha debated the issue on December 9 and 10, while the Rajya Sabha took it up on December 11, 15 and 16. In the Lok Sabha, 62 Members participated in a discussion lasting 12 hours and 59 minutes, with the debate concluded by the Union Home Minister. In the Rajya Sabha, 57 Members participated, engaging the House for 10 hours and 37 minutes, with the Leader of the House delivering the concluding remarks.
The first batch of Supplementary Demands for Grants for 2025–26 was discussed and voted upon in full. The related Appropriation Bill was introduced, considered and passed by the Lok Sabha on December 15 and returned by the Rajya Sabha on December 16.
A Bill replacing the Manipur Goods and Services Tax (Second Amendment) Ordinance, 2025, promulgated after the Monsoon Session, was considered and passed by both Houses during the session. The Rajya Sabha also adopted a statutory resolution on December 3 for the extension of the Water (Prevention and Control of Pollution) Amendment Act, 2024 to the State of Manipur.
The Viksit Bharat Shiksha Adhishthan Bill, 2025 was referred to a Joint Committee of both Houses after its introduction in the Lok Sabha.
Among the eight Bills passed by both Houses were several measures described as having far-reaching implications for achieving the objectives of *Viksit Bharat*. These include the Health Security Se National Security Cess Bill, aimed at augmenting resources for national security and public health; the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India Bill, 2025, which seeks to promote nuclear energy and related applications across sectors; and the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Bill, which provides for a statutory guarantee of 125 days of wage employment to rural households.
According to official data, the productivity of the Lok Sabha during the Winter Session was approximately 110 per cent, while that of the Rajya Sabha stood at around 121 per cent.
