MHA appoints Justice B.S. Chauhan to lead judicial inquiry into Leh incident

New Delhi: The Ministry of Home Affairs (MHA) has appointed Hon’ble Dr. Justice B.S. Chauhan, former Judge of the Supreme Court of India, to conduct a judicial inquiry into the law and order incident that occurred in Leh on September 24, 2025, resulting in the unfortunate death of four individuals.

According to an official notification issued by the Department of Jammu, Kashmir and Ladakh Affairs, the inquiry will examine the circumstances that led to the serious law and order situation, the subsequent police action, and the resulting fatalities.

The MHA stated that it is “imperative to conduct an inquiry into the said incident by a Retired Judge of the Hon’ble Supreme Court of India.”

Justice Chauhan will be assisted by Mohan Singh Parihar, Retired District and Sessions Judge, who will serve as the Judicial Secretary, and Tushar Anand, IAS, who will act as the Administrative Secretary.

The decision follows the registration of FIR No. 144/2025 at Leh Police Station under various sections of the Bharatiya Nyaya Sanhita, 2023.
