J&K Power Dept gets seven new Chief Engineers

SRINAGAR — In a significant administrative move, the Government of Jammu &  Kashmir’s Power Development Department (PDD) has approved the placement of seven in-charge (I/C) Superintending Engineers (Electric) as in-charge Chief Engineers (Electric) across various wings of the department. The reshuffle aims to streamline operations and strengthen leadership at key technical positions in the Union Territory’s power sector.

According to Government Order No. 101-JK(PDD) of 2025 issued today, shared with Ziraat Times, the following engineers have been promoted to I/C Chief Engineer positions in their own pay and grade:

1. Aaquib Sultana Waheed Deva

2. Shurjeel Gani Lalla

3. Nisar Ahmad Lone

4. Mohammad Hussain Shah

5. Dalbir Singh

6. Javaid Ahmad Dar

7. Vijay Kumar Balmotra

These placements are of a temporary nature, made on a stop-gap basis, and are subject to the outcome of pending court cases, departmental clearances, and future Departmental Promotion Committee (DPC) or Public Service Commission (PSC) decisions.

Key postings and transfers:

As part of the same order, several reshuffles have been approved among the existing and newly placed Chief Engineers. Highlights include:

• Rahilla Wani, formerly I/C Chief Engineer (Transmission), JKPTCL Kashmir, has been transferred to I/C CE (Transmission), JKPTCL Jammu, replacing Vikas Anand. She will also hold additional charge as Managing Director, JKPTCL.

• Mumtaz Ahmad, previously CE (Procurement & Planning), KPDCL, has been posted as I/C CE (Projects), Jammu, with the additional responsibility of Secretary (Technical).

• Habib Choudhary will now serve as I/C CE (Generation), Jammu, JKPDC, and has been given the additional charge of Executive Director (E), JKPDC.

• Vikas Anand, former I/C CE (Generation), Jammu, has been posted as I/C CE (Transmission), Srinagar, vice Rahilla Wani. He will also hold additional charge of SE Circle-I, JKPTCL, Srinagar.

New Postings of Promoted Engineers:

• Aaquib Sultana Deva has been assigned as I/C CE (Transmission), JKPCL.

• Shurjeel Gani Lalla will now head Procurement & Planning, KPDCL, vice Mumtaz Ahmad, and will also lead the Smart Metering Project in Kashmir.

• Nisar Ahmad Lone has been posted as I/C CE (Distribution), KPDCL, and will additionally oversee SE O&M Circles Bijbehara and Pulwama.

• Mohammad Hussain Shah will take charge as I/C CE (Projects), KPDCL, and will also hold charge of SE Project Circles North, Central, and South.

• Dalbir Singh has been deputed to CVPPL (Chenab Valley Power Projects Pvt. Ltd.).

• Javaid Ahmad Dar will serve as I/C CE (Generation), Kashmir, JKPDC, replacing Habib Choudhary, and will also supervise SE Circles I & II, KPDCL.

• Vijay Kumar Balmotra will now function as I/C CE (Procurement & Planning), JPDCL.

Additional Responsibilities Assigned:

• Arshad Hussain Reshi, I/C SE, O&M Circle Ganderbal, will now hold additional charge of SE, O&M Circle-North, KPDCL.

• Ravi Kant Kalsotra, I/C SE, Circle-II (Transmission), JKPTCL Jammu, has been assigned additional charge of SE, O&M Circle-I (Transmission), JKPTCL Jammu.
