JKPICCA welcomes J&K’s Budget 2025-26 for agriculture sector

Srinagar: Jammu and Kashmir Fruits and Vegetables Processing and Integrated Cold Chain Association (JKPICCA) has expressed its appreciation for the “forward-looking,  progressive budget” of 2025-26, which, it said, places equal emphasis on pre-harvest and post-harvest sectors of horticulture. The holistic approach and strategic outlay are set to boost the horticultural economy of the Union Territory, generate employment, and enhance farmers’ incomes, making it a landmark step for the sector, JKPICCA said in a statement to Ziraat Times.

Key highlights of the Budget which JKPICCA sees underlined and sees positive for the sector are the following:

1. Addressing Pre- and Post-Harvest Sectors: The equal focus on pre- and post-harvest challenges, including high-density plantation promotion and the establishment of six Controlled Atmosphere (CA) stores with a 30,000 MT capacity, showcases the government’s commitment to creating a robust horticulture value chain. The target of achieving 6 lakh MT of CA storage facilities over the next five years is optimal, ensuring better post-harvest management and reduction of losses.

2. Focus on Climate-Smart Farming: Recognizing climate change as a real threat, the budget gives importance to climate-smart farming practices to ensure the sector’s sustainability. This policy intervention will help farmers adapt to changing environmental conditions while securing their livelihoods.

3. Introduction of Crop Insurance Scheme: The allocation of ₹50 crore for the Crop Insurance Scheme is a commendable step to safeguard farmers’ incomes. This initiative will protect farmers from financial losses due to unforeseen weather events and other risks.

4. Irrigation and Canal Expansion: The emphasis on farm irrigation and expansion of canal networks to bridge the irrigation gap will directly benefit farmers by increasing productivity and ensuring optimal use of agricultural land.

5. Youth Engagement and Employment Generation: The announcement of support for 350 start-ups, 2,700 youth clubs, and enterprise income diversification funds demonstrates a significant focus on engaging the youth in horticulture. These initiatives will encourage self-sufficient businesses, attract the next generation into the sector, and create employment opportunities for thousands.

6. Environmental Protection Fund for Youth: The establishment of an environmental protection fund is a progressive step to ensure the long-term sustainability of horticulture while encouraging youth participation in eco-friendly practices.

7. Enhanced Agricultural GDP: With an integrated approach, the budget is expected to significantly contribute to the GDP of the UT, ensuring benefits for all stakeholders, from farmers to entrepreneurs.
