Can you benefit from J&K’s agri sector Budget allocations for 2022? – A ZT analysis

Srinagar, March 27: J&K’s Budget 2022-23 has allocated Rs 1339.36 crore for the Agriculture Production sector, marking an increase of 7.98 % from the previous budget. Horticulture Department has received Rs 192.93, with an 18.48% increase over the previous year.

So what are the sub-sectoral and activity wise budget allocations for agriculture sector this year? What specific activities can farmers and potential entrepreneurs benefit from? Ziraat Times compiles the summary of all the key allocations for 2022-23 here (Note: There is no divisional-level break-up available for Kashmir and Jammu regions for the fund allocations as of now)

  Establishment of 11 big/small mandies with a provision of Rs 1.60 crore to benefit 22000 farmers.

  12800 farmers to be covered by way of formation of Farmer Producer Organizations (FPOs) with a financial assistance of Rs 80 Lakh.

  • 16,960 farmers to be covered for over 15240 hectares area by providing infrastructure facilities like 3200 pump sets, 898 bore wells and 10000 drip and sprinkler irrigation systems with a provision of around Rs 55.80 crore.

  8.93 Lakh farmers to be provided High Yielding Varieties/Hybrid seed with an investment of Rs 23.97 crore.

  36000 farmers to be trained for capacity building with a provision of Rs. 27 crore.

  33200 farmers to be benefitted by providing farm machinery with a provision of Rs 81 crore.

  44204 farmers to be covered under Area Expansion by providing 2 crore vegetable seedlings, expansion of 45 hectares under potato, 756 hectares under organic farming and 250 hectares under spices with a financial assistance of Rs 6 crore.

  The irrigation for 8670 hectare of land to be restored by maintenance of Field Channels with a provision of Rs 30 crore.

Allocations and proposals for Horticulture sector

Around 30,000 Metric Ton Controlled Atmosphere storage capacity is likely to be added by the end of the current financial year. 50, 000 Metric Ton Controlled Atmosphere storage capacity is targeted for completion during 2022-23. The focus will be to reach a Controlled Atmosphere storage capacity of about 5 Lakh Metric Ton in next three years.

 Government of J&K in collaboration with National Agricultural Cooperative Marketing Federation (NAFED) is undertaking High Density Plantation over an area of 5500 hectare in next five years.

  Expansion of 400 hectare under High Density Plantation of apples and 1000 hectare under sub-tropical fruit plants is targeted for 2022-23.

  A Mega High Density Plantation nursery over an area of 800 hectare at an estimated cost of Rs 12.30 crore for sub-tropical fruit plants is being established in Government sector at Chakroi, Jammu besides 10 High Density plantation nurseries in private sector are targeted for establishment in 2022-23.

  Under “PARVAZ” scheme, subsidy on anti-hail net is proposed to be taken in 2022-23 to tackle the issue of fruit crop damage due to hail. No amount is mentioned.

SERICULTURE SECTOR

  Construction of 2 Cocoon Auction Markets for creation of marketing facilities with a provision of Rs 86.13 lakh.

  400 Farmers to be provided rearing appliances to assist in rearing for increasing cocoon yield with a provision of Rs 1 crore.

  5 Silkworm seed units & Chawki rearing centres for production of quality silkworm seed to be up-graded with a provision of about Rs 1.89 crore.

DAIRY SECTOR

Establishment of around 2000 dairy units is expected to create direct employment for around 5000 people during 2022-23.

  Support to be extended in milk processing sector for private entrepreneurs in the form of Bulk Milk coolers, milk processing/Paneer making machines, marketing facilities which include milk ATMs & milk transportation vans, milking machines and dairy farm waste management with focus to cover women entrepreneurs and other reserved category beneficiaries as well.

  Free of cost Artificial Insemination service at farmers’ doorsteps to be provided to 4.60 lakh breedable dairy cows/buffaloes by conducting around 13 lakh Artificial Inseminations to increase milk production/productivity in cattle and buffaloes.

  Annual milk production is expected to increase from current 2505 Thousand Metric Ton to 2800 Thousand Metric Ton during 2022-23.

44 mobile veterinary clinics proposed to be operationalized to provide doorstep delivery of veterinary health care and breeding services.

Around 78 lakh livestock and 5 crore poultry birds to be vaccinated against different scheduled animal diseases.

  Around 1200 sheep/goat units to be established with creation of employment opportunities for around 2400 people.

  200 elite crossbred imported merino sheep to be introduced for genetic upgradation of local sheep for production of more than 8000 elite lambs which will lead to an increase in carcass yield from prevalent 18 kg to 21 kg besides incrementing fine wool production from existing 2 Kg to 2.5 Kg per sheep.

POULTRY SECTOR

Local entrepreneurs to be encouraged by providing 50% subsidy for starting a new poultry farm along with insurance of poultry birds, purchase of poultry farm equipments/machinery, poultry processing equipments, rendering units and poultry transportation vehicles.

  35000 backyard poultry units are projected to be established in 2022-23.

FODDER CULTIVATION

Fodder cultivation to be incentivized with establishment of fodder demonstration plots, distribution of improved fodder mini-seed kits, fodder mechanization and establishment of Cattle Feed Plants/Silage Plants/Fodder Block making machines and Hydroponic Fodder Production.

FISHERIES

Fish production to be enhanced from current 24,000 Metric Ton to 33,000 Metric Ton along with doubling of the trout production from 1400 Metric Ton to 2800 Metric Ton during 2022-23.

 Latest technological interventions like Biofloc and Re-circulatory Aquaculture systems to be introduced for the establishment of intensive fish rearing units.

 To make trout accessible to consumers throughout the country and outside, focus to be laid on establishment of fish processing and packaging units across J&K.
