Srinagar: The Federation of Chambers of Industries Kashmir (FCIK) has raised serious concern over what it termed as discriminatory implementation of the New Central Sector Scheme (NCSS), alleging that local industrial units are being denied their rightful incentives.
During an interaction with the Department-Related Parliamentary Standing Committee on Commerce, chaired by Ms. Dola Sen, FCIK President Shahid Kamili said nearly 300 industrial units that started production in the last two to three years were refused incentives on the grounds that funds had been exhausted.
“It is both unfair and discouraging that fully operational units are denied incentives, while projects yet to take off continue to have funds reserved,” Kamili said. He urged the Committee to recommend a first-come, first-serve system to restore confidence among local entrepreneurs and counter perceptions that the policy favours outsiders and affluent investors.
The Chamber further pressed for Central Public Sector Undertakings (CPSUs) executing projects in Jammu and Kashmir to procure at least 25% of their requirements from local MSMEs, saying this would generate jobs, strengthen capacities, and ensure public investments benefit the regional economy.
Other concerns highlighted included the revival of sick units, for which FCIK demanded a dedicated corpus fund and a comprehensive One Time Settlement (OTS) scheme. The body also flagged persistently low credit flow from most banks except J&K Bank, which it said was stifling industrial recovery.
Despite repeated assurances of “Ease of Doing Business,” FCIK said entrepreneurs still face hurdles in registrations, approvals, taxation, financing, and change of constitution. Standing orders meant to simplify processes, it claimed, are seldom followed at the ground level, leading to delays, uncertainty, and cost escalation.
The Chamber underscored the urgent need for a robust industrial policy that addresses the requirements of both existing and new units to ensure balanced and sustainable growth of industry in the Union Territory.
The Parliamentary Committee, on a three-day study visit to J&K, also includes members Renuka Chowdhary, Sadanand Mahalu Shet Tanavade, Rosey Sailo Damodaran, Sunil Tripathi, Vijay S. Raja Shekhar, Prasun Banerjee, Yousuf Pathan, Prashant Yadaorao, Ramesh Awasti, Santosh Panday, and Shiv Pal Singh, among others.
