J&K Govt Standardizes Budget Classification System Under New Order

SRINAGAR: In a significant move to streamline financial planning and ensure uniformity in budgetary accounting, the Jammu and Kashmir Government has issued Government Order No. 173-F of 2025, approving a new classification system for “Detailed/Object Heads of Accounts” under both Revenue and Capital expenditure.

The Finance Department (Budget Division), under the direction of the Council of Ministers’ Decision No. 057/11/2025 dated May 27, 2025, has sanctioned the adoption of a revised set of object heads, partially modifying the earlier Government Order No. 52-F of 2015, issued a decade ago on April 6, 2015.

As per the order signed by Santosh D. Vaidya, IAS, Principal Secretary to Government, Finance Department, the updated system classifies detailed/object heads into six distinct classes, bringing clarity and standardization to the state’s financial reporting and budget execution mechanisms.

According to the directive, existing object heads shall now be merged or grouped under the newly adopted classification scheme. All funds authorized henceforth will be issued under this revised structure. The change is expected to simplify budget monitoring and improve alignment with modern accounting standards.

The implementation of this new classification will impact all financial stakeholders across departments. Accordingly, the government has directed widespread dissemination of the order to over 45 top offices and departments, including:

  • All Principal Secretaries, Financial Commissioners, and District Development Commissioners

  • Director General of Police, Divisional Commissioners, Anti-Corruption Bureau

  • Heads of Treasuries, Universities, PSUs, and audit organizations

  • Chief Secretary’s office, Office of the LG, and senior legislative offices

The Finance Department has also attached Annexure A (not shown in the released order) detailing the new structure and mapping of existing heads to the revised scheme.

This move is part of a broader effort by the J&K administration to modernize governance practices and ensure transparency, accountability, and efficiency in public financial management.
