J&K Govt announces administrative reshuffle involving 134 JKAS officers

Srinagar: Jammu & Kashmir government has issued a large-scale administrative reshuffle involving 134 officers of the Jammu and Kashmir Administrative Service (JKAS). As per Government Order No. 685-JK(GAD) of 2025 dated June 10, transfers and postings have been ordered with immediate effect, affecting various departments including Public Service Commission, Food and Drug Administration, Legal Metrology, Youth Services and Sports, Industries and Commerce, Rural Development, Finance, Education, Tourism, Health, Revenue, Power Development, Transport, Social Welfare, and Employment.

In the Public Service Commission, Bashir Ahmad Dar has been appointed as Secretary. The Food and Drug Administration has received Smita Sethi as its new Commissioner. Legal Metrology has appointed Rajinder Singh Tara as Controller, replacing Anuradha Gupta who has been moved to Youth Services and Sports as Director General. Ved Prakash takes charge as Regional Director of Survey and Land Records in Udhampur.

In the Finance Department, Nitu Gupta has been transferred to the Agriculture Production Department as Secretary. The Industries and Commerce Department will now have Rishpal Singh and Afaq Ahmed serving as Special and Additional Secretaries respectively. Kishori Lal moves to State Taxes as Additional Commissioner for Tax Planning and Policy, while Mansoor Aslam Chowdhary becomes Special Secretary in the Food, Civil Supplies and Consumer Affairs Department. Pankaj Gupta has been appointed as Additional Inspector General of Registration, Jammu.

In Rural Development, Mohammad Mumtaz Ali takes charge as Director of Tribal Affairs. Shahnaz Akhter has been posted as Director of Rural Development, Jammu. Sartaj Hussain becomes Joint Director in the Directorate of Rural Development, Kashmir. Harpal Singh and Vijay Kumar are appointed as Programme Officers for ICDS projects in Rajouri and Reasi respectively.

Tourism sees several appointments with Ghalib Mohi-ud-din Shah taking full-time charge as Director SKICC, while continuing as Secretary of the Royal Spring Golf Course. Kulbushan Khajuria, Mohammad Rouf Rehman, Virender Kumar Manyal, Joginder Singh Jasrotia, and Babu Ram Tandon are posted as Chief Executive Officers of Tourism Development Authorities in Rajouri, Kokernag, Patnitop, Bhaderwah, and Bani-Basholi respectively. Ajay Salaan has been posted as General Manager of J&K Road Transport Corporation in Jammu.

In the Health and Medical Education Department, Chand Kishore Sharma becomes Joint Director at the Entrepreneurship Development Institute, and Ajaz Ahmad Bhat serves as Additional Secretary. In the Revenue Department, Ghulam Nabi Bhat has been appointed as Additional Secretary. Mohammad Altaf Bhat is posted as Collector, Lake Conservation and Management Authority in Srinagar. Shakeel Ahmad Sheshtar has been posted as Collector for Land Acquisition in Budgam and Srinagar.

Education reshuffling includes Ghulam Mohammad Bhat posted in the School Education Department, Ashok Kumar posted as Additional Secretary, and Masood Ahmad Wani reassigned to the General Administration Department. Yasmeen Jan joins as Deputy Secretary in the Labour and Employment Department. Rajeev Kumar Khajuria and Devinder Singh Bhau have also been assigned roles in the Jammu Municipal Corporation and Information Technology Department respectively.

Power Development receives Prerna Raina and Afaq Ahmed in Special Secretary and Additional Secretary roles. Mohammad Imran Khan has been posted as Additional Mission Director, J&K Rural Livelihood Mission in Kashmir. The Disaster Management, Relief, Rehabilitation, and Reconstruction Department has appointed Giasul Haq as Additional Secretary.

The Information Department posts Javid Ahmad Rather as Deputy Director, who will also handle Audio-Visual responsibilities. Manoj Kumar returns to the department as Deputy Secretary. The Services Selection Board sees appointments of Deepika Rana and Swaran Singh as Members, while Mohammad Ayub Dar and Rubia Afroz Inqalabi are assigned key support roles.

State Taxes and Transport postings include Rakesh Kumar as Deputy Commissioner, IT and Data Analytics, Jammu, and Kanchan Bala as Additional Secretary in the Planning, Development and Monitoring Department. Zahoor Ahmad Raina and Riyaz Ahmad Shah have been appointed to similar roles in Anantnag and Srinagar respectively.

Multiple officers awaiting orders of adjustment have been deployed across vital portfolios. These include Sunil Kumar posted as Chief Administrative Officer in JPDCL, Kusum Chib in the J&K Institute of Management, Rafiq Ahmad in Employment Counselling, and Shakeel Ahmed in Project Officer roles for Wage Employment. Fayaz Ahmad Bhat now serves as Deputy Director, ICDS Kashmir.

Other appointments across departments include Anirudh Rai as Joint Registrar in the Handicrafts Department, Nasir Ahmed to the Transport Department, Ankush Sharma as CTO under Finance, and Syed Farhana Asgar to the Sub-Registrar office in Srinagar. Wakeel Ahmed Batt and Mohammad Shafait have been assigned to the Industries and Commerce and Transport Departments respectively.

Under Secretaries have also been shuffled with postings like Inzar Ahmed Rana in Tribal Affairs, Anu Sharma in the Chief Minister’s Outreach Office, Junaid Amin Bhat in the Information Department, and Amit Singh Manhas in Labour and Employment.
