JK Contractors Coordination Committee thanks J&K Govt for settling current FY’s pending bills

Srinagar: The Jammu and Kashmir Contractors Coordination Committee (JKCCC) has warmly welcomed the J&K Government’s significant step to clear long-pending payments owed to contractors. This development follows repeated appeals from the contractor community to the administration.
In a statement to Ziraat Times, JKCCC Chairman Ghulam Jeelani Purza said that contractors have long suffered due to delayed payments for completed infrastructure and public works projects. These delays created serious financial hardships and hampered the pace of development across the region.
Purza highlighted that treasuries had been overwhelmed with pending bills, drawing concern over the financial management and efficiency of fund disbursement. He credited the government’s recent action as a major relief for the contractor community.
Last year, many contractor payments had lapsed due to delays and administrative bottlenecks. However, this year, under the direct intervention of J&K Chief Minister Omar Abdullah—who also holds the Finance portfolio—a strict order was issued to ensure that all bills are cleared before 31st March 2025. Treasuries were even instructed to remain open on holidays to facilitate timely clearances.
As per the latest update, all pending bills up to 20th March 2025 have been cleared. JKCCC hopes that the remaining payments will also be cleared before the financial year closes on 31st March 2025.
The JKCCC leadership also met twice with the Director of Accounts & Treasuries, who assured them that all pending payments would be addressed in time.
Responding to earlier appeals from the JKCCC, the government—led by Chief Minister Omar Abdullah—took decisive steps to expedite payment clearances. The Finance Department, Director of Treasuries, and Commissioner Secretary to the Finance Department played pivotal roles in ensuring the smooth release of funds.
Chairman Purza expressed heartfelt gratitude to J&K Chief Minister Omar Abdullah for his leadership and proactive approach in addressing the crisis. He also thanked the Director of Treasuries, Finance Department’s Commissioner Secretary and other key officials for their timely coordination.
He further acknowledged the support of trade associations, social organizations and political leaders whose collective efforts helped bring attention to the issue and paved the way for a resolution.
“This development reaffirms the government’s commitment to uplifting the contractor community and accelerating the infrastructure growth of Jammu and Kashmir,” Purza said. “We hope this momentum continues to ensure a transparent, responsive and efficient system for all stakeholders.”
Chairman Purza also raised another important concern regarding the long-pending payments under the Jal Jeevan Mission (JJM), as well as unresolved dues from post-flood developmental projects and work done after the devastating 2014 floods. He urged the government to release these payments at the earliest to ensure liquidity for contractors and continued progress on critical infrastructure and water supply projects.
Chairman Purza also highlighted another pressing issue—the long-pending payments under the Jal Jeevan Mission (JJM), along with outstanding dues related to post-flood developmental works carried out after the devastating 2014 floods. He urged the government to expedite the release of these funds to ensure financial stability for contractors and to facilitate uninterrupted progress on vital infrastructure and water supply projects.
