King Ji and Kohli Ji – My two ideals of J&K’s Revenue Department

A Kashmiri Pandit, Sanjay Kumar, who resides in village Fathapora in District Anantnag, has been serving as a Patwari in the Revenue Department for the last twenty years. I met him in mid-September 2012 at the Tehsil Office Doru in District Anantnag. He was serving as Patwari Halqa Mundah in the same Tehsil.

A few days later, we were dispatched for the demarcation of a Hindu property in Hakhroo Badasgam. On reaching the spot along with other members of the team, headed by the Naib Tehsildar, and seeing the site, I thought it was an impossible job for the team and a futile exercise. However, the concerned Patwari handed over the Aksi Latta and the Patwar Scale (pymana) to none other than Sanjay Kumar, and the demarcation began.

After a busy one-and-a-half hours, the portion of the land belonging to the Hindu applicant had been demarcated, and I breathed a sigh of relief. Then, our team head commented: “King ji ke bagair yeh na-mumkin tha.” At that moment, I came to know that “King ji” was the nickname of Sanjay Kumar.

I worked with him for three years thereafter and found that he was a person who did justice to his profession. He knew every aspect of the Revenue Department’s work and was a master of Revenue laws. I observed that he had grasped the Revenue laws in their original definition. Whenever it became necessary for the Revenue authorities to constitute a team for demarcations, Sanjay Kumar’s name was always included in the orders.

He was often called to the Tehsil office to complete “Sarkari Tameel” and prepare various official statements related to the Revenue Department. Anyone who visits the Tehsil offices of Anantnag district will find a famous Revenue Department statement known as “Goshwara Jinaswar,” prepared by none other than King ji.

He is very popular among the public as well. The villages where he has served as a Patwari still remember him and often cite his example in matters of demarcation, preparation of Revenue extracts, or mutations, etc. In today’s fast-moving world and tough competitive environment, Sanjay Kumar is truly a heritage figure in the Revenue Department. This unsung hero is well-known among people from every walk of life.

The aim of bringing forth the story of this hero, which lay in my mind as a faded memory of the past, is to serve as an inspiration and encouragement for those who are serving or will serve in the Revenue Department. His work has contributed to the development of the entire Revenue Department. He has ensured justice for people in many ways. His contributions to the writing of new Jamabandies, their digitalization, and quality checks are notable.

He continues to live a simple life and interacts with his Muslim brothers as a family member. He has rendered immense service to people from all walks of life. He truly deserves to be called a “hero.”

Once, when we were both serving in Tehsil Qazigund, we were assigned the task of demarcating the land acquired for Grid Station Damjan. On reaching the spot on the first day of the assignment, I learned that the land had been acquired a few years ago and that the Grid Station was already functional at that time. There were no original boundaries of survey numbers intact. I thought it would not be possible to demarcate the land as per the survey number. However, we had been ordered to measure the spot as per the survey number acquired.

Suddenly, King ji looked at my face and noticed a few drops of sweat on my forehead. He asked me why I was worried, saying it was an easy task. And within three days, we succeeded in demarcating the land survey number-wise.

The thought crossed my mind that Sir Lawrence was the master of settlement in Kashmir, but this person, “King Ji,” is truly the King of the Revenue Department. It is said that there is no greater joy than helping others in their times of distress. King ji did commendable work during the COVID-19 pandemic. He used a megaphone to encourage his colleagues and the community to get vaccinated. Whether in good times or bad, he has always tried to help those in need.

Currently, he is serving in Tehsil Anantnag, and upon witnessing his dedication, the people there have urged the district administration to bestow him with a reward. He truly deserves it. The department should recommend him for an award at the UT level. His dedication to his work serves as an example for all employees in his and other departments.

Just like King Ji, there is another Patwari from the Jammu division, namely Sandeep Kohli, who was appointed as a Patwari in 2009. Elections for the Jammu and Kashmir Patwar Association were held yesterday to appoint the apex body, including the President, General Secretary, and Deputy President. As per norms, since the President was selected from the Kashmir Division, it was evident that the Vice President should be from the Jammu division.

Two candidates from the Jammu division were in the fray, one of whom was Sandeep Kohli. When the jury announced their names and asked if anyone among them wanted to withdraw their candidature, a historic moment unfolded at Noorani Resort in Jammu. Around seven hundred Patwaris and GQs had gathered to form the apex body of the association.

As soon as the announcement was made, both candidates stood in front of their coworkers on the shining and decorated dais. Suddenly, Sandeep, my batchmate, hugged his rival candidate from District Rajouri in a heartfelt moment and announced that he was withdrawing from the race, citing the reason that the opposing candidate was his senior.

I inquired with delegates from the Kashmir division and the Patwaris of the Pir Panjal range, and it became evident that everyone was ready to cast their vote in favor of Sandeep Kohli. The hug between the two became a historic moment, lasting for a few minutes. It was a hug of brotherhood, sacrifice, and above all, unity. Sandeep’s hug for his rival will be remembered for decades to come.
