J&K Govt to implement PMV self-employment scheme. Here is how it could help job seekers

Srinagar, Sept 6: Jammu & Kashmir Government has formed two committees for the implementation of the PM’s Vishwakarma self-employment scheme.

According to a government order No: 1071 -JK(GAD) of 2023 issued on 6 September, a copy of which has been received by Ziraat Times, two committees have been constituted for overseeing the monitoring and implementation of the Prime Minister’s Vishwakarma scheme.

What is the PMV Scheme and how could it benefit self employment in J&K?

The Pradhan Mantri Vishwakarma Kaushal Vikas Yojana (PM Vishwakarma scheme) is a government of India initiative to provide financial assistance, skill development, and other support to traditional artisans and craftsmen. The scheme will provide financial assistance to artisans in the form of loans, grants, and subsidies. It will also provide skill development training, marketing support, and access to raw materials. The scheme aims to help traditional artisans improve their skills, increase their productivity, and boost their incomes.

The PM Vishwakarma scheme has a budget of Rs. 13,000 crore and will be implemented over a period of five years (2023-2028). The scheme will cover a wide range of traditional arts and crafts, including Carpentry, Blacksmithing, Goldsmithing, Silversmithing, Leatherwork, Pottery, Weaving, Embroidery, Painting, Sculpture, Gem cutting and Jewellery making

UT Level Monitoring Committee:

The Committee shall be responsible for the operational implementation of the scheme at the Union Territory level and shall comprise the Administrative Secretary, Industries & Commerce Department (chairman), Administrative Secretary, Rural Development and Panchayati Raj Department, or Representative not below the rank of Additional Secretary, Administrative Secretary, Housing & Urban Development Department, or Representative not below the rank of Additional Secretary, Administrative Secretary, IT Department or Representative not below the rank of Additional Secretary; Director, Industries and Commerce, Jammu/Kashmir; Joint Director, MSME DFO, J&K/ Ladakh; Representative of Finance Department not below the rank of Additional Secretary; Representative of Planning Development & Monitoring Department not below the rank of Additional Secretary, Representative of Skill Development Department not below the rank of Additional Secretary and Convenor, UTLBC, J&K.

Terms of Reference of J&K committee

To coordinate the roll out of the PM Vishwakarma in the Union territory. To ensure active participation of stakeholder departments and agencies of the UT Government facilitating implementation of the Scheme.
To facilitate agencies of MSDE in providing Skill Training to the beneficiaries.
To ensure coordination among banks and financial institutions for smooth provisioning of credit support to the beneficiaries.
To facilitate IT-ITES related support in implementing the Scheme.
To create awareness about the Scheme at Gram Panchayat and Urban Local Body level in the UT.
To monitor the implementation of the Scheme and share suggestions or feedback, if any, with the National Steering Committee.

The committee shall meet once in every quarter, or as per requirement, to discuss all operational and ground-level implementation matters and shall be serviced by the Industries and Commerce Department.

District Implementation Committee:

The Committee shall be responsible for actual roll out and implementation of the scheme at field level:
Deputy Commissioner, Chairman
General Manager, District Industries Centre.
Assistant Commissioner, Panchayat
Chief Executive Officer(s) of the ULBS
Principal(s) ITIs of the concerned District
Representative of MSME DFO, J&K Nominee of MSDE at District Level
Lead District Manager (concerned) Three domain Experts
Practitioners to Member be nominated Committee by the National Steering

Terms of Reference:

To ensure seamless enrollment of the beneficiaries by the CSCS in the Gram Panchayats and Urban Local Bodies of the district. To ensure proper and smooth verification of the enrolled beneficiaries by Head of Gram Panchayats and Executive Heads of Urban Local Bodies.

To ensure adequate awareness and on-boarding of all eligible beneficiaries in Gram Panchayats and Urban Local Bodies, through a suitable mechanism.

To conduct the necessary verification under scheme.

To ensure access of registered beneficiaries to PM Vishwakarma Certificate and ID Cards and to:

a. 5 days Basic Skill Training

b. Credit Support under the Scheme Incentives for Digital Transaction

d. Marketing Support

The Committee may co-opt two-three leading practitioners or domain experts on honorary basis, with prior approval of the National Steering Committee.
