Srinagar, Aug 16: J&K Government today rolled our “Karkandar Scheme” designed to give a fresh impetus to the training in handicraft sector J&K. The main thrust of the scheme shall be to identify and impart skill upgradation training in such crafts which are facing human resource crunch like walnut wood carving, silver filigree, carpet, kanishawl weaving, khatamband and Paper Machie crafts. The scheme will be implemented throughout J&K by the Directorate of Handicrafts and Handloom Kashmir/Jammu.

Which crafts are targeted for the the scheme?

The main thrust of the scheme shall be to identify and impart skill upgradation training in such crafts which are facing human resource crunch like walnut wood carving, silver filigree, carpet, kani shawl weaving, Khatamband and Papier Machie crafts. Besides, the craft like Sozni, Tapestry, Willow Wicker, Ari Stapple, Engraved Copper ware, Crewel, Chian Stitch or any other relevant craft shall be considered on the need basis to be ascertained by respective Assistant Directors of Handicrafts & Handloom Department. The other crafts which have languished like Glazed Pottery, Turquoise Darning shall also be given due preference. The No. of crafts centres allocated to each craft shall be transferable to other craft depending upon the take-off of scheme in each craft. A minimum of one and maximum of five training programmes per craft shall be considered for the six month duration of training programme.

Objectives: The Karkhandar scheme intends to –

Revive the languishing crafts.
Upscale the learning techniques of trainees.
Improve the wage earnings of the craftsmen by leading them into collectivization
Create linkages with producer organizations to inculcate entrepreneurship skill and aptitude to the trainees.

Target Groups:

Pass-out meritorious trainees from training centers run by Handicrafts and Handloom Department/Ex trainees. However in . case of languishing crafts such conditions shall not be applied. A minimum of five trainees for an identified small Karkhana and maximum of 10 trainees far identified big Karkhana.

Methodology:

i) Identifying and motivating the meritorious pass-out .trainees/ex-trainees of the departmental training centres to opt for registration under Karkhandar Scheme as per Annexure A.

ii) Issue of registration Cards to them.

iii) Facilitating them in opening of Bank accounts under Jan Dhan Yojna.

iii) Identification of such registered Karkhanas/ Karkhandars’

iv) Maintaining the complete database of the identified trainee like identity card No., Photographs, Aadhar no., EPIC No., Bank Acc;ount No. with bank name etc.

v) who are willing to enrol ex-trainees/ pass-out trainees in his/her Karkhana by Handicrafts and Handloom Department as per Annexure B.

vi) All necessary logistics in the shape of tools, equipments, looms, raw-material, space etc. shall b~ provided by the identified Karkhandar. The Karkhandar shall be provided a lump sum of Rs.25,000/- per batch as expenditure on aycount of all the logistics needed for running the training programme successfully. The amount shall be disbursed in two instalments; 1st instalment at the commencement of training programme and 2nd instalment on successful completion of training programme.

vii) On successful completion of the course lead them to form Cooperatives and provide all the requisite support/guidance to attain the objective of the scheme.

Duration of probationary period/up-scaled practical training: 6 months

Financial assistance:

a) Rate of stipend per trainee/ per month:- Rs.2000/- (Rs. 1000/- shall be paid through individual bank account and rest of the amount shall be disbursed on the successful completion of probation/ practical training session).

b) Logistic Charges/ Honorarium to Trainer/Karkhandar: – Rs. 2000/- per trainee per month.

The honorarium to Karkhandars shall be disbursed only after assessing that the desired level of skills is achieved by the trainee and trainees shall be evaluated through an approved qualifying framework devised for skill up-gradation level. (Note: The disbursement shall be through DBT mode only.)

Implementing Agency:

The Directorates of Handicrafts and Handloom Kashmir/ Jammu shall be the implementing/sponsoring agency of the scheme in their respective divisions through identified State/National/Shlip Guru awardees having their own running Karkhana under the aegis of Handicrafts & Handloom Department. In case of a craft where State/National/Shlip Guru is not available the identification/ Selection of master trainer in such crafts shall be done by concerned Assistant Directors of Handicrafts & Handloom with the approval of Director Handicrafts & Handloom.

How to apply:

To enroll for the scheme, interested individuals will have to fill in a simple form, which can be obtained from the Directorate of Handicrafts and Handloom.
