JKEEGA delegation calls on Principal Secretary PDD; raises cadre issues

Jammu, Feb 15: The Jammu and Kashmir Electrical Engineering Graduates Association [JKEEGA] today led by Er. Munshi Majid Ali, president, Sachin Tickoo, General Secretary along with Ashok Kumar Dubey, Vice President, Er. M.P. Singh,Provincial Secretary, Yash Paul, Organising secretary, Rajeshwar Jamwal, Provincial Publicity Secretary, Vipul sharma Treasurer and Parshottam Kumar called on Rohit Kansal, Principal Secretary Power Development Department, here at Civil Secretariat, Jammu.

In a statement to Ziraat Times, JKEEGA said that the delegation apprised Principal Secretary PDD about the ‘strong resentment of the cadre over the flouting of the seniority rules in the orders issued by Executive Director, Jammu Kashmir State Power Development Corporation vide Order No 48/JKPDC/E of 2020-21 Dated-09/02/2021 wherein temporary charge of Executive Engineers has been granted to Assistant Ex. Engineers without referring the matter to Administrative department which is guardian of the overall sanctioned strength.’

“If at all there is an exigency and in the interest of Govt. works the seniority list maintained by the JKPDD administrative department should be operated upon to give any charge in JKSPDC by none other than JKPDD administrative department being guardian of the employees recruited till date. This shortcut adopted by JKSPDC could create litigations and disputes in regularization process in future” JKEEGA said in a statement to Ziraat Times .

The statement further reads:

“Er. Sachin Tickoo urged that regularization of Engineers had been mandated by SAC in its meeting on 22.10.2019 and regular promotions be processed on fast track at departmental level without referring to Public Service commission as one-time exemption and whole process was supposed to be completed within 02 months by 30.11.2019 (GO No. 191-PDD of 2019 dated 23.10.2019). The process needs to be expedited in order to boost morale of Engineers.

The delegation raised that salary of the staff is met out of “Grant-in-Aid” from Government and same is being regulated on advance drawl basis at Secretariat level. It is being felt inevitable to immediately restore mechanism of drawl of salary properly from respective Treasuries on regular budget basis just like other Government departments to expel apprehensions so aroused, besides routing salaries through treasuries in regular budget by Finance department will enhance the precision in making expenditures.

Further Er. Munshi Majid Ali, raised the dire need to create a strong enforcement setup within Distribution corporations which will include Police officers who shall deal exclusively with theft curbing measures which in turn shall help to reduce AT&C losses on the same pattern as in neighboring states.

Moreover the Annual Maintenance contracts need to be enforced in all the corporations in letter and spirit to bring turnaround. It was also requested that the vacancies at the level of Chief Engineers, Executive Engineers should be filled expeditiously in order to infuse renewed zeal among the top most brass of our cadres.

The members highlighted the need for notifying Transparent Rotational Transfer Policy in Newly Carved Corporations for better utilization of human resource which will in turn benefit the newly formed Corporations.

The association also raised the issue of regularization of the PDL/TDL employees of 1998 onwards who have not been regularized till date and there is a serious sense of discontentment and burning anger among these cadres. It is therefore submitted that these may kindly be regularized as per SRO-381 of PDD of 1981 at an earliest and explicit instructions should be passed down the line for holding the DPCs in all the promotional cadres.

The members raised the issue of enhancement of Fixed Travel Allowance from current Rs 30 per month on the same analogy as prevailing in the revenue department for the Patwaris and Naib Tehsildars. The Principal Secretary gave patient hearing to all the issues and promised
their early redressal.”
