Joint Action Committee of J&K engineers demand Assured Career Progression Scheme

Srinagar: All the constituent associations of the Joint Action Committee (JAC) of various Engineering Graduates associations CIVIL, MECHANICAL and ELECTRICAL wings held a virtual meeting with participants from both the provinces of Jammu and Kashmir today in which Er. Firdous Ahad Bhat (President, JK MEGA), Er.Munshi Majid Ali (President, JKEEGA),Er. Farooq Ahmed (President, JKCEGA), Er.Sachin Tickoo,General Secretary JKEEGA, Deepak Gupta, General Secretary JK MEGA participated and discussed threadbare the casual approach of the government in resolving the genuine and legitimate issues of the engineers particularly the Assured Career progression and Grade Pay 4260.

The JAC, though welcomed the announcement of the Principle Secretary, Education department regarding moving a proposal for seeking Assured Progressing Scheme for +2 lecturers, but also expressed surprise and displeasure over the governments silence and non-seriousness in issuing the SRO for the ACP Scheme already approved for the engineer’s way back in 2017.

 It is demoralizing the engineers, who are the backbone of the developmental machinery, that in spite of the Scheme being announced on the floor of the house and then being approved by the government of the day, the formal orders by virtue of an SRO are not being issued for last three years. It is a grave injustice with the engineering fraternity that even after the Reorganization of State and the role of engineers in the developmental activities has been appreciated by one and all have to face administrative apathy and have been left in lurch. The matter of Grade pay clarification of 4260 in favour of Junior Engineers is pending for orders in Finance department since last so many years and Engineering fraternity is suffering at large.

The JAC has sought an appointment of Hon’ble Lt. Governor, Sh. Manoj Sinha Ji so that the JAC could be able to apprise the Hon’ble L.G, J&K about the broken promises made to the dismayed and demoralized engineers from time to time over the last three years. The JAC appealed to the Hon’ble L.G, J&K, Hon’ble Advisors of the concerned Engineering departments, Chief Secretary J&K and concerned Administrative Secretaries of all the engineering departments to resolve the decades old demands of the engineers so that the engineers are not compelled to adopt a confrontational path which would be fatal to the momentum of the developmental activities and which is never a liked option for the engineering fraternity. The engineering community is the one of the very few departments in the UT of J&K, who is visible and delivering every services to the people in all conditions and under all circumstances.
